
SPAK, a justice reform structure, has had all the attention of the Albanians and not only, but also of the internationals who financed it because it would have spectacular results in the fight against corruption and crime in Albania.
The former Serious Crimes Prosecutor's Office had a similar structure, which in fact cannot be denied to have had a great and appreciable fight against crime, but due to the reform, SPAK had many times greater expectations.

In that institution, that is, in the reformed institution of Justice Reform, there are many of the prosecutors and leaders who were in the former Serious Crimes Prosecutor's Office and some prosecutors who after passing the vetting joined SPAK.
What has happened in more than 4 years of SPAK is the fact that in a certain period during the time when it was led by Arben Kraja, the institution was almost in a state of slumber, or could you say it was a bear sleeping in its lethargic winter sleep .
Slow, delayed actions. This is very well proven by all the processes started since 2020-2021 regarding the sterilization concession, the "check up" concession or the incinerators.
SPAK did not itself start any investigation regarding the publicized denunciations, but this first part of Arben Kraja's time, which may have had sporadic cases that should probably be evaluated, changes with the arrival of Altin Duman at the head of the institution.
The arrival of Altin Duman at the head of SPAK, brings a new pace, an impetus of justice in the battle with crime and corruption. It took less than a year for Altin Duman to go to SPAK to see a standard that justice needs.
The right standard of justice is that of Altin Duman or not?
In a short time, in an investigative file, the faction on the issue of the Elbasan incinerator, dissected the former deputy prime minister Ahmetaj and his family members with more than 300 pages. He went into detail, in the house, in the rooms, everywhere.

What is required of this story is the standard of Altin Duman, nothing more than that. Either this or Kondil's. No two prosecutors can be the same, just like two people are the same, but the criminal procedure, the law and the way it is investigated are one.
One can't turn a blind eye and the other a deaf ear because that way we don't have a reformed SPAK or justice reform, but we have segments of it captured by the state, which it uses for what it wants.

The statement of the US Chargé d'Affaires in Tirana, David Winser, was clear in support of SPAK, other statements of American diplomats have been clear in support of SPAK. It seems that the institution has all the space and political support of the international community to act. Political because Prime Minister Rama himself says we have made the reform go to the end.
In fact, the end is the Prime Minister himself. There is no one higher than him because the president in the case of Albania is simply and only honorary.
Therefore, SPAK with the "Dumani" standard should put an end to it, not some to be tolerated and some not. A complete "scanner" for anyone, for their assets, to find and find out where the money went just in case. Where have the hundreds of millions of euros of the famous PPPs gone, which came as the government's vision to change Albania, which in fact turned into the biggest corruption pit that the country has today.
And beyond the superficial investigation or to find the corrupt officials, it is necessary to go to their pockets, to their superiors, to the pockets of their superiors so that in the future no one dares to steal the taxes of poor Albanians .
Only in this way can there be a new standard, by restraining those who steal taxes and by taking the assets obtained through corruption and returning them to public institutions in the service of the state, or by taking the money and putting it in the state budget there where they belong, those money that were stolen with PPP fraud schemes and with corrupt concessions that simply and only should be investigated to the end with the "Dumani" standard and nothing more than that./ CNA
