The new draft law "On the Bank of Albania" provides that the basic salaries of the institution's personnel will be indexed annually to the inflation rate.
According to the draft law's proposals, the Supervisory Council will also periodically review the levels of salaries, allowances and other financial benefits of personnel.
The review will take into account, but not be limited to, developments in the consumer price index, the housing market, and wage developments in the financial sector.
The draft law also stipulates that the salaries, allowances and other financial benefits of members of the Supervisory Council and staff cannot be reduced.
The draft law provides that the policy on salaries and remuneration of personnel is determined upon the proposal of the Governor and independently of the legislation regulating salary schemes in public administration, in accordance with the principle of independence of the Bank of Albania.
Remuneration policies for members of the Supervisory Council and staff of the Bank of Albania should guarantee independence in the exercise of their duties and functions, taking into account the nature and complexity of these functions, the level of responsibility, the need to maintain competitiveness in the labor market, based on market analyses conducted by independent consultants of high reputation, as well as the objective of employing highly qualified professionals.
The above policies will include determining the structure of salaries, allowances and financial benefits related to health, increasing professional competence, supporting housing loans, as well as the creation and administration of the pension fund.
The law stipulates that salary policies will not be linked to the profit of the Bank of Albania.
Even with current legislation, the salary level at the Bank of Albania is determined independently.
Although it is a public institution, the Central Bank does not publish the salary levels of its staff and members of the Supervisory Council, according to positions and other criteria.
But, according to the institution's employees, salaries at the Bank of Albania have been unchanged for many years, since the time when it was led by former Governor Ardian Fullani.
At that time, the Bank of Albania had significantly higher salaries compared to the public administration and most other state institutions.
While salaries in the public administration and the private sector have increased rapidly, especially after 2022, the lack of salary increases in the Central Bank has caused a gap with the market, dissatisfaction among staff, and difficulties in retaining and recruiting quality human resources.
The adoption of the new law is expected to provide a solution to this situation, despite the fact that the current law does not prevent the Governor and the Supervisory Council from reviewing the institution's salary level./ Monitor
