Waste management in Albania shows the rotten and corrupt system that starts from the local government and ends at the central one. KLSH reached this conclusion by analyzing 4 municipalities of the country: Durrës, Vlorë, Shkodër and Korçë, where the most problematic situation appears in the two coastal cities. According to the report, the Municipality of Durrës, during the management of urban waste, does not guarantee the financial sustainability of this process, since the income generated for this purpose does not manage to cover the expenses. However, the main reason for the non-coverage of expenses is the change of their storage location in the Sharra landfill. According to KLSH, this has significantly increased the weight of waste management in the total budget of the municipality.
Meanwhile, regarding the Municipality of Vlora, the report brings to attention the health consequences of failure in waste management.
The Albanian government, with the coming to power of Rilindja in 2013, changed its vision from land to incineration. In fact, today the government is at a crossroads, there are neither landfills nor incinerators. The only landfill that works is that of Korçë, which can be called a district with a different waste management, or with a high efficiency with a company that comes out with minimal profits, managed by the municipalities of Korçë and Pogradec, Cologne, Maliq, Devoll and Pustec. Në Elbasan në dy raste është djegur landfilli dhe inceneratori nuk punon. Nuk punon as imipianti famoz i prodhimit të energjisë, i cili është djegur dhe gjatë gjithë kohës vetë kompania menaxhuese deklaron që është në remont. Në fakt që të punojë inceneratori i Elbasan kërkon rreth 2 milionë euro në vit karburante, e cila është llogaritur është llogaritur me vlerën reth 140 lekë të rinj për lidër nafe, ndërkohë që sot çmimi është 20 apo 30% më i lartë. Në Fier e njëjta situatë, rreth 34 milionë euro. E njëjta situatë është në Tiranë. Qeveria shqiptare ka financuar rreth 70 milionë euro, pra pagesë prej 10 milionë në vit tarife fikse për menaxhimin e mbetjeve. Pagesat e bëra për landfillin e Tiranës u shtuan kur u bashkua dhe qarku i Durrësit, që ngrinte vlerën me rreth 3 milionë euro të ardhura. Gjithashtu të ardhurat e kompanisë u dyfishuan duke shkuar në rreth 130 milionë euro në 6 vite, me të ardhurat që shtuan dherat pas kontratës së firmosur midis kompanisë koncesionare dhe Bashkisë Tiranë. Jemi përballë faktit që qeveria shqiptare ka paguar 70 milionë euro për landfillin e Tiranës dhe inceneratorin. Ky i fundit nuk ekziston ndërsa landfilli është në situatë emergjente, është një bombë mjedisore që mund të shpërthejë në çdo moment në rast se nuk i jepet një zgjidhje. (lexo këtu)
Janë paguar 34 milionë euro në Fier dhë 24 milionë euro në Elbasan, janë 58 milionë euro. Pra kemi rreth 128 milionë euro vetëm për këto tre qarqe, po futim këtu dhe qarkun e Durrësit dhe zgjidhjen e "Eco Parkut".
Nga ana tjetër qeveria shqiptare ka paguar diku tek 7-8 milionë euro për landfillin e Vlorës, të gjithë e shikojnë sesi mbetjet në çdo sezon turistik digjen në Vlorë duke shkaktuar një tym kancerogjen dhe duke rrezikuar jetën e pushuesve dhe banorëve të qarkut. (lexo këtu)
