At Wednesday's meeting of the Albanian government, Prime Minister Edi Rama asked the general secretary, Engjëll Agaç, to prepare a manual for the ministries, as he had emphasized the day before, on Tuesday, in the meeting with the agency directors and secretaries general of ministries.

A task that was assigned to Angel Agac to ask him to build what we are calling an anti-SPAK manual for institutions.

So, how should institutions behave when SPAK comes to their door.

It is claimed that there should be a different behavior from the investigative institution towards the Albanian governmental institutions.

The government claims that the raids, the taking of documents, and others like these should be done with previous notices, with official documents, when in fact it turned out that in the cases where they made several dozen official documents, the information given to SPAK was insufficient, but also information that has been hidden.

Engjëll Agaçi is a person who was called to SPAK for the issue of incinerators and gave his explanations. He is a lawyer with a lot of experience.

The question that arises is:

Will Engjël Agaçi be able to sign the anti-SPAK manual? What will be the solution he will find?

Will it be a solution like that of the incinerators that within a day got 14 approvals with hellish speed or like these concession contracts, the famous PPPs that start in Health, Economy, etc.?

Therefore, it remains to be seen and there is much curiosity whether Agaçi will sign it and what will be contained in this manual requested by the prime minister, which can be called the anti-SPAK manual of the Albanian government./ CNA
