The investigation against Deputy Prime Minister Belinda Balluku, as well as the requests made by prosecutor Dritan Prençi and the decisions of the Criminal Court of Kosovo to grant several security measures, have become the main news of the day in the last two weeks.

In addition to Ms. Balluku, Gentian Gjyli, head of ARRSH, and Erald Elezi, director of KESH, are under security measures.

Prosecutor Dritan Prençi launched investigations into the former director of the Albanian Public Procurement Agency, Evis Berberi, and then analyzed the messages from his phones and based on them, filed charges for violations of equality in tenders.

This is the scenario of what happened and the name of the prosecutor who conducted the investigations.

Beyond the praise, Dritan Prençi is a prosecutor with many question marks.

Without accusing or attacking him at all, we as CNA have been systematically critical of him and have raised the question: Is he incompetent or corrupt? And not for the "Balluku" file.

He is a prosecutor who wants to take a case to court via SMS. This is what he has chosen. The court is the one who makes the decisions.

Dritan Prenç's two standards

The question arises: How is it possible that this prosecutor worked so quickly with the ARA files, while he has been sleeping with the incinerator files for almost 5 years?

It is the same prosecutor who had the Fier incinerator file, who dragged it out with several officials and did not indict Armando Subashi, or the other government officials, the ministers involved in the history of the Fier incinerator, which is still out of operation today and has cost no less than 35 million euros.

Dritan Prençi is the prosecutor of the Tirana incinerator case. This is precisely why we have been critical. Because he has indicted Lefter Koka, whom he has made a punching bag, and Alqi Bllako, who was released from prison.

And the entire affair, where in a few years more than 130 million euros went into the hands of a few people, has been left orphaned.

Despite the fact that Dritan Prençi joined a structured criminal group and recruited several administrators or even actual owners, such as Mirel Mërtiri or Klodian Zoto, the file is dormant. 

 

Is Dritan Prençi incompetent or corrupt?

In the case of the ARA, it has acted and even gone to extreme measures, to the point of sparking a public debate on the constitutionality of the decision given by the court, following the request of prosecutor Dritan Prençi regarding the Deputy Prime Minister, while in the case of the incinerators, it does nothing.  

So, in one case he goes fast, hard and hits, in the other case he does nothing. The beauty of this whole story, of this prosecutor who is "making a name for himself", is that at the Tirana incinerator, which does not exist, the documents are mountains and they are clear, they are even stated publicly.

But Dritan Prençi has not dared to take Erion Veliaj, the mayor of Tirana, to task with a single accusation, even minimally for abuse of office, who is the man who has publicly said that he himself requested the incinerator, is the man who should have supervised the investment through the project implementation unit, but whose unit was sabotaged and destroyed.

And the prosecutor who has the documents is Dritan Prençi. Dutch documents have been provided, partnerships, alienation of owners, documents of Erion Veliaj, some of which are public.

Dritan Prençi has done nothing.

Now with the ARRSH file he is going to court with SMS and will "make a name for himself". Meanwhile, for Erion Veliaj, which is 130 million euros, of which about 60 million euros were given from the state budget through unconditional transfers, Dritan Prençi has done nothing regarding senior politicians.

He simply kept his foot off the gas, to go towards the mayor of Tirana who is responsible, one of the main people responsible for that affair.

This is the prosecutor who "makes a name for himself".

In one case he struggles to move forward with SMS, in the other case with physical documents and with mountain of evidence, these brought by the "Thurje" Initiative, by the Socialist Movement for Integration, by Mrs. Kryemadhi, by Belind Këlliçi and others, not to mention hundreds of pages of documents taken from the CNA editorial office, the SPAK prosecutor who is making a name for himself, Dritan Prençi, sleeps on the file and the question arises again: Is he incompetent or corrupt? In the first case he is making a name for himself, but in the incinerators?!/ CNA
