"They have turned into vote warehouses"/ Boçi: The 2014 reform

Democratic MP, Luciano Boçi, declared today that the Democratic Party is against the idea of ??reducing the number of municipalities in the country.

Invited to "Syri TV", Boçi accused municipalities of having turned into vote warehouses for the majority and operating with bloated administrations.

According to Boçi, another negative consequence of the current work of municipalities is a significant decline in services to citizens.

"The 2014 reform failed. Municipalities today have been transformed into vote warehouses for the majority, with bloated administrations, with employees increased up to 10-fold, while services to citizens have declined significantly.

In reality, this casts doubt on the sincerity of this commission, this round table, or this reform. If there is a prescribed decision to reduce the number of municipalities, then we are not in agreement at all, we are not on the same page and this reality does not reflect, so to speak, the taking over of local government competencies by the central government and does not reflect the demand of citizens to have more services, more closeness to local government, more care for them in every corner of the territory of the Republic of Albania, equally regardless of where they live.

Because if the finality is defined, as was also expressed, through lines and sub-lines by representatives of the Socialist Party, then we are dealing with a show journey, which has the same outcome as not doing anything at all, but presenting us with a finished version according to their demands, emotions, and desires and ultimately taking it to the session since they claim to have the majority of votes.

We have determined from the beginning that this is not a political reform, it is a non-political, non-partisan interest, it should not be seen through party glasses, but it is a direct interest of the citizen, but also a major interest of the country. In other words, to have a well-governed territory in every element of it and in every space of it.

First, what we asked for was for the representatives of the majority themselves to admit that we are sitting at this table because we have a failure of a reform, reform upon reform, and if we follow the same path as has been followed before and have the same conclusion in even narrower terms, then the result will be the same as it is today, a failure and even deeper, in relation to the rights, to the autonomy of local government, in relation to the services that municipalities should provide.

Unfortunately, the same rhetoric was used as 10 years ago, that this reform aims to strengthen municipalities from a financial and administrative point of view, can increase the service, the quality of service to the public, and can also bring about balanced development, which cannot happen because this result has been seen.

Today, municipalities have become political warehouses that offer votes. Their capital expenditures are higher than investments, they have increased significantly. The number of employees that in 2015 was an objective to be reduced, in order for the expenses to pass as investments, has doubled, tripled, and we even have municipalities where it has almost increased 10-fold, and this is a very big absurdity.

Meanwhile, citizens do not receive the services they used to receive and do not have that access to local government and accountability has almost been zeroed. It is very far from the citizen. Previously, that is, the existence of a flexible, small municipality, in the format of a commune, gave him the opportunity to be in constant contact and to demand accountability for all the promises or for all the requests and necessities that the communities have.

"Since we can walk the same path, then this result, which is the predicted result, cannot be accepted by us either as a journey or as an end. Everything that has happened during these 10 years after that reform with political contours, clearly shows that we need to have a larger number of municipalities," said Boçi. /CNA
