The incinerator affair has been called the affair of the century, the biggest corruption scandal in 30 years of democracy. Three people, the "brain" Mirel Mërtiri, his roommate and Klodian Zoto.

The three together create a scheme that starts in Elbasan, goes to Fier and arrives in Tirana. A scheme of projects, which amount to hundreds of millions of euros.

According to official data, it turns out that the Elbasan incinerator cost about 24-25 million euros together with taxes.

It is a public investment, but for those who do not know, the incinerator of Elbasan, even though it is called a modern public work, with great efficiency, is actually a large oil boiler, an oil boiler, which will at least 2 million euros per year just for fuel, according to calculations made by the state administrators themselves and a new company created by the municipalities of Elbasan district.

These calculations were made with the old price of oil, with its increase in value the value increases.

On the other hand, the Fier incinerator is claimed to have cost about 35 million euros, but according to official data provided by the state administrator, the investment is missing about 9% of the value.

Ndërsa në një total të përllogaritur janë afërsisht 170 milionë euro të qeverisë shqiptare, të buxhetit të shtetit, taksa të shqiptarëve të varfër dhe biznesit, që kanë paguar për Klodian Zoton, Mirel Mërtirin dhe bashkëjetuesen e tij, Stela Gugallja.

Gjithçka ka filluar në një kompani nga hiçi, “Albtec”, në Elbasan në një kontratë ku pa asnjë eksperiencë firmoset një koncension rreth 22 milionë euro pa TVSH. Më pas oreksi shtohet në Fier, ku kalon Klodian Zoto si kontraktues e më pas në Tiranë bashkëpunimi me struktura të korruptuara të qeverisë.

Një ministër është pas hekurave, një sekretar i Përgjithshëm, i cili rezulton se ka blerë pajisje për fabrikat e tij me paratë e Klodian Zotos të “ITS” së Fierit, të cilin e ka rekomanduar më pas edhe në landfillin e Vlorës, sërish marrë kjo nga “ITS”.

Akuzat politike kanë filluar mes palëve që nga ish-zëvendëskryeministri Arben Ahmetaj, ish-ministri Damian Gjiknuri, Sekretari i përgjithshëm i kryeministrise Ëngjëll Agaçi, kryebashkiaku i Tiranës Erion Veliaj e deri tek kryeministri Edi Rama për lidhje me aferën e inceneratorëve..
