Successive US administrations have long asked European allies to shoulder their burden on shared defense, but US President Donald Trump has taken a more direct approach to NATO, publicly questioning why the US should pay for the defense of wealthy European nations.
And this harsh rhetoric, according to American-Russian scholar Leon Aron, has awakened Europe from its decades-long slumber on national security issues. Germany, the second-largest economy in NATO after the United States, in March approved reforms that will allow it to spend billions of euros on defense.
"Trump woke up Europe, whether he did it intentionally or not," Aron told Radio Free Europe (RFE/RL). "The Europeans didn't like it, but in the end, I think the result was healthy."
REL spoke with Aaron from the Washington-based American Enterprise Institute as part of the "Changing American Foreign Policy" interview series.
Aron said that Trump alone would not have led Europe to increase defense spending. Russian President Vladimir Putin's decision to launch a full-scale invasion of Ukraine in 2022, triggering the continent's biggest war in 80 years, was a key factor.
"The combination of Trump and Ukraine made them think seriously about failing to meet major national defense obligations," Aron said.
If a decade ago only three European NATO member countries spent 2% of their production on defense, today there are only a few that do not. However, the low European investment in defense for three decades after the end of the Cold War has left its mark, Aron said.
As Trump seeks to shift some of his military power from Europe to the Asia-Pacific region to contain China, allies will find it difficult to fill the gap, he said.
"It will take years for the Europeans to fill the gap left by the US," Aron said. "They understand it now, but how they will technically achieve this huge increase in defense budgets remains to be seen."
Aron, born in Moscow, focuses on US-Russia relations and Russian domestic politics.
From 2014 to 2020, he served on the Board of Broadcasting Governors, which oversaw the operation of US government-funded media outlets, including REL.
He also served as an advisor on Russian affairs to former Massachusetts Governor Mitt Romney during the latter's unsuccessful bid to be the Republican Party's presidential nominee in 2012.
Lufta në Ukrainë

Tre ditë më vonë, ai e zhvilloi bisedën e tretë telefonike me Putinin dhe duket se doli nga ajo bisedë duke ia mbajtur anën liderit rus: se një armëpushim mund arrihet vetëm pasi Kievi dhe Moska të arrijnë marrëveshje për kontrollin territorial dhe vendosjen e paqeruajtësve, përveç tjerash.
Besohet se Putini po fiton kohë sepse forcat e tij kanë përparuar në terren dhe ai ende nuk i ka arritur synimet e tij madhore të luftës, pavarësisht se pretendon jashtëligjshëm se pesë rajone ukrainase janë të Rusisë.
Trump pranoi se Putin mund ta përdorë për të fituar kohë dhe kërcënoi me sanksione të reja, por megjithatë e paraqiti telefonatën e 19 majit si një sukses.
“Sa larg mund ta shtyjë Putin Trumpin është ndoshta çështja kyçe në këtë situatë”, tha Aron.
Menaxhimi i Rusisë
Aron tha se edhe Trumpin, si pothuajse çdo president amerikan që nga Franklin D. Roosevelt, e josh ideja e menaxhimit të marrëdhënieve me Moskën.
“Ka diçka pothuajse fetare në këtë”, tha ai. “Trump nuk bën përjashtim”.
Por, ndryshe nga paraardhësit e tij, Trump nuk ia delegon këtë çështje diplomatëve me përvojë. Ai preferon një qasje personale. Ai caktoi mikun e tij, Steve Ëitkoff, pa përvojë qeveritare, për të zhvilluar bisedimet me Rusinë. Por, kjo qasje, tha Aron, mund të jetë duke i shërbyer strategjisë së Putinit.
“Ndryshe nga se mendon Trump, mendoj se Putini beson se mund ta manipulojë atë”, tha Aron.

Sipas Aron, pranimi i një armëpushimi në vijën e tanishme të luftës bart rreziqe për popullaritetin e tij, edhe pse shumë rusë duan që lufta të marrë fund.
Kina po vështron
Por, lufta e gjatë në Ukrainë ka pasoja strategjike përtej Evropës, sidomos për qëllimin e Trumpit për të përqendruar politikën e jashtme të SHBA-së tek Kina.
"Precisely because I think the Trump administration wants to avoid a war with China over Taiwan, it should push Putin to settle for something that is not a defeat for Ukraine," Aron said.
He added that the reward for Russian aggression could embolden Beijing. He also mentioned China's assistance in this war.
“Without China, this war would not exist,” Aron said. “China essentially finances at least half of Russian battlefield spending through the purchase of Russian oil. Xi Jinping continues to hold this lifeline.”
Meanwhile, Trump's protectionist trade policies could damage the alliances needed to confront China, Aron said. Trump has accused both allies and adversaries of unfair trade practices and imposed 10% tariffs on most countries.
“If the U.S. market is restricted by tariffs, the euro — especially Germany — could turn away from China,” Aron said. “Germany got rich over the past three decades by exporting to China, mainly cars and luxury goods. They were lured by Xi’s policies, but they may be forced back.”
A similar situation exists in the Global South, where the US, China and Russia are competing for influence. Countries such as Vietnam, Congo and Zimbabwe could turn to China if they lose access to the US market, he said.
Trump is also trying to limit U.S. international involvement, cutting international aid and reportedly planning to reduce the diplomatic presence in Africa. Some Trump supporters have dismissed Africa as non-strategic, but Aron said withdrawing from the continent would be a mistake.
It's not just that Russia and China will fill the void; international terrorist groups will also benefit, he said, citing Nigeria and Mali where militant Islamic groups are active.
"The very presence has great symbolic significance," he said.
