Greece's relations with its Turkish neighbors have always been difficult and sometimes ambivalent. Turkey is generally seen as an unpredictable and aggressive neighbor against which Greece must defend itself. This is why Athens spends more than three percent of its gross domestic product (GDP) on armaments.
Turkish influx to Greece
At the same time, Turks are welcome as tourists and investors almost everywhere. Especially if they spend their money on the islands of the Eastern Aegean, that is, in the strait between Greece and Turkey, on the islands of the so-called Dodecanese. Not many tourists usually come there.
In 2024, the number of passengers arriving by ferry from Turkey to Greece increased significantly to one and a half million. In 2023, there were just under 800,000.
The influx to the small island of Leros off the coast of Turkey almost feels like a Turkish invasion. Until 20 years ago, the island had a bad reputation, due to the location of one of the worst psychiatric hospitals in Europe. Today, the island has become a holiday paradise for visitors from Turkey. From Turgutreis in Turkey, near Bodrum, it is only an hour by ferry to the island. From Piraeus, it takes almost ten hours. Understandably, every summer day, hundreds of Turks come to Leros. Some have even bought holiday homes on the island. The locals eagerly await visitors with full wallets from the opposite shore of the Aegean, who know how to appreciate good Greek food and drink.
The situation is similar in Lesbos, Chios and Samos. Since the entry into force of the simplified tourist visa program for ten islands, a deal between Greek Prime Minister Kyriakos Mitsotakis and Turkish President Recep Tayyip Erdogan in Athens at the end of 2023, Turkish tourists have flocked to the islands. And not just in the summer. Thousands of people chose Lesbos at the end of March 2025 to celebrate Eid al-Fitr, the holiday marking the end of Ramadan.
Turkish investment growth
Not only is Turkish tourism booming in Greece, but so are Turkish investments. At $548 million in 2024, they are still limited (compared to German investments in Greece, for example, of 6.8 billion euros), but the trend is increasing, they have increased tenfold since 2022, according to the Turkish Central Bank.
Turks invest mainly in real estate, because this gives them the opportunity to obtain the so-called "Golden Visa", which gives them the right to stay in Greece for five years and move freely within the Schengen area. After the Chinese, it is the Turks who are most interested in this investment program. In 2024, a total of 9289 applications for residence permits under the "Golden Visa" program were registered, of which 1356 were from Turkish citizens.
Liri lëvizjeje për të pasurit
Nga njëra anë program ka ndihmuar shumë qytetarë të pasur jashtë BE-së të kenë akses në Greqi dhe në Bashkimin Evropian (BE). Por në të njëjtën kohë ka bërë që çmimet e pronave të rriten jashtëzakonisht, veçanërisht në Athinë dhe Selanik, duke e bërë të vështirë për grekët me rroga mesatare të gjejnë apartamente me çmime të përballueshme. Kjo ka ndodhur edhe në Spanjë, për këtë arsye qeveria e Madridit hoqi dorë pak ditë më parë nga programi "Viza e Artë”.
Qeveria në Athinë, nga ana e saj e vazhdon programin ekonomik, por po rrit gradualisht pragun minimal të investimit. Fillimisht, investitorët e huaj duhej të blinin një pronë me vlerë të paktën 250 mijë euro për të marrë një leje qëndrimi pesëvjeçare në Greqi. Që nga 1 shtatori 2024, pragu i ri minimal i investimit është 800,000 euro për të gjithë rajonin e Atikës, Selanikut, Mykonos, Santorinit dhe ishujt me më shumë se 3.100 banorë. Për pjesën tjetër të vendit, pragu u vendos në 400 mijë euro.
Pavarësisht kësaj kërkesa mbetet e lartë, nga kinezët, amerikanët, rusët, izraelitët dhe turqit. Ka ende mjaft qytetarë turq që mund të përballojnë blerjen e pronave në Greqi, gjë që së fundmi po e rrit shqetësimin e disa qytetarëve dhe politikanëve konservatorë. Kritika ka sidomos për pronat e blera nga turqit në Trakinë verilindore greke ose në ishujt e Egjeut Lindor, dy rajone në afërsi të Turqisë.
Shqetësimet në Greqi
Një temë që tani po shfrytëzohet edhe politikisht brenda partisë qeverisëse Nea Dimokratia (ND). Një numër deputetësh, kryesisht të së djathtës tradicionale, janë të pakënaqur me politikën e kryeministrit Mitsotakis ndaj Turqisë. Ata besojnë se kryeministri është shumë miqësor ndaj presidentit turk Erdogan dhe po përpiqen të nxisin veprime më të ashpra.
Përveç kësaj, deputetët konservatorë janë edhe nën presionin e partive ekstremiste të krahut të djathtë. Këta të fundit po fitojnë terren në sondazhe, prandaj politikanët konservatorë të "Nea Demokratia" po përpiqen të paraqiten si patriotë edhe më të zjarrtë. Për shembull, në fund të marsit 2025, njëmbëdhjetë deputetë të ND në parlament pyetën me shqetësim se çfarë po ndodhte me "blerjet agresive të pasurive të paluajtshme" nga njerëzit me origjinë turke. Ata u bënë thirrje të gjitha ministrive përkatëse të regjistrojnë të gjitha blerjet e pronave në Traki, Lesbos, Lemnos, Kios dhe Dodekanezë.
Ekziston gjithashtu një shqetësim i përhapur në pjesë të opinionit publik, se mund të ketë spiunë turq ose mafioz në mesin e blerësve. Ende nuk ka asnjë konfirmim për këtë. Megjithatë, sipas informacioneve nga burime qeveritare, disa blerje të pasurive të paluajtshme janë duke u verifikuar nga afër nga shërbimi inteligjent grek (EYP).
Secular Turks in search of tranquility
In reality, concerns about "aggressive real estate purchases" seem exaggerated. According to observers, many of the new Turkish owners on the islands in question are wealthy, secular-minded individuals who either needed to leave Turkey, want to enjoy their holidays in a secular, less politically heated neighboring country, or are deliberately investing in stable and relatively cheap Greece.
Many of the buyers of relatively cheap properties in Thrace, in the border region with Turkey, are Muslims of Turkish origin with European citizenship who have worked for a long time in Germany, Belgium or Northern Europe. They do not want to enjoy their retirement in Turkey, where political and religious pressure is growing, but rather in the EU and with safe proximity to their former homeland./ DW
