Three are the most common schemes used today in Albania, but also throughout Europe, to launder money.
Urban waste management scheme. Injection of dirty money in the construction sector. Using art as a mechanism to circulate the money of crime and corruption.
Since its launch, the show "Plug" has dealt with dozens of affairs, denouncing with facts the schemes used by high state officials to steal public funds. Tonight, "Plug" will show how urban waste, the construction sector and contemporary art were combined and used in the Municipality of Tirana, to circulate millions of euros before corruption.
The incinerator and the '5D' affair are excellent examples of money laundering in the field of waste and the construction sector. But finally, an investigative article by the Dutch journalist VINCENT VAN GERVEN OEI, reveals that works of art are suspected to be part of Erion Veliaj's money laundering scheme.
The Dutch journalist sheds light on how the wife of Erion Veliajt, Ajola Xoxa, after 2017, without waiting and without remembering, starts to become an art curator, where the works she undertakes to exhibit are placed exactly in.... the landfill of Sarra.
We will talk about this a little later in the show, but first let's look at the sequence of events to understand how corruption money is cleaned with garbage, construction and incinerators.
For this, let's return once again to last week's show, dated May 1, where we showed how Erion Veliaj had started the garbage business much earlier than the day he first set foot in the office of the mayor of the capital.
Let's look at the facts one by one.
On December 15, 2015, the cooperation agreement was signed between the Municipality of Tirana and the companies IBRecycling with administrator Fatbardh Meça and 3.R shpk, owned by citizen Edurim Teqja.
A few months after the profitable waste recycling business started, the murder of Ardi Gjoklaj was recorded in the Sharra landfill. On August 7, 2016, the body of the 17-year-old was found dead. According to the testimony of family members, Gjoklaj was employed at the waste sorting plant of the company '3R' shpk in Sharre, with the hope that he would collect the money needed to buy school books, without burdening the family that was supported only by the head of the family's salary.
Still before the wound of the tragedy of Ardi Gjoklaj was closed, on February 22, 2017, in the national business center, the company MEG Albania with owner Vladimir Fezgon, registered the secondary address in the Sharra Landfill.
From the data of the National Environment Agency, it appears that the company MEG Albania was provided with an environmental permit to carry out the recycling of urban waste in the Sharra landfill, only two months after this company had started work. But Vladimir Fezga and his company Meg Albania, who benefited from Veliaj the contract for waste recycling in Sharre, were his previous acquaintances.
According to the documents already made public, Vladimir Fezga has benefited from the AMIA Verona company a payment of 33,000 euros for negotiations with the Albanian authorities to develop businesses in the environmental field. Vladimir Fezga was paid for the period November 2013-November 2016.
On 22.06.2016 the company ECO Tirana was founded, with 51% shareholder the Municipality of Tirana and 49% AGSM Holding owned by AMIA Verona. The Act of Establishment of Eco Tirana is signed by Erion Veliaj.
The negotiations followed by Vladimir Fezga already turned out to be successful and the Albanian Authority cited in the official document of AMIA Verona was the Municipality of Tirana under the direction of Erion Veliajt. But the company with which Erion Veliaj founded the garbage business, AMIA Verona, was accused in Italy of having laundered money for the mafia clan, the Ndrangheta.
Erion Veliaj has met several times with the mayor of Verona, Flavio Tosi, who was also accused of the same case and relationship. But, in one of the official meetings that the accused Tosi held with Veliaj, Ajola Xoxa also appears.
After the establishment of Eco Tirana for waste management, with 51% shareholder the Municipality of Tirana and 49% AGSM Holding owned by AMIA Verona, Erion Veliaj had to establish the company that would manage the Recycling business.
For this purpose, on 12.07.2017, Eco Recycling was founded with 51% shareholder Eco Tirana and 49% MEG ALBANIA, owned by Vladimir Fezgës.
Erion Veliaj decided to reward Vladimir Fezga for the successful negotiations with AMIA Verona regarding the waste business. Now Vladimir Fezga, who managed the recycling plant in Sharre after the murder of Ardi Gjoklaj, would also be Veliaj's boss in the Eco Recycling company.
In August 2017, a concession contract was signed for the exclusivity of waste treatment in the District of Tirana for 30 years. The contract becomes effective in February 2018 and Integrated Energy BV SPV takes over the entire sawmill landfill. At this moment, like any prestanome, Vladimir Fezga becomes unnecessary.
For this reason, Meg Albania closes the secondary address in the sawmill and sells the shares it owned in the company Eco Recycling. According to the contract filed in the KKB on 13.02.2018, it is Integrated Energy BV SPV itself, i.e. the incinerator company of Tirana, that buys the shares of Meg Albania.
According to a document that became public today for the first time, the negotiations for the sale of shares will take place with the mediation of Erion Veliaj.
A year and a half later, on September 27, 2019, near the notary Anila Gjermeni, the company Eco Tirana with the majority partner of the Municipality of Tirana, sells its part of the shares of the company 'Eco Recycling' in favor of the company Integrated Energy Bv Spv.
According to the data of the contract, which Plug exclusively has, it turns out that the company Integrated Energy BV SPV will have to pay the company Eco Tirana the amount of 410,000 euros. Even for these shares, the company Integrated Energy BV SPV, as with the company Meg Albania, does not pay the obligations defined in the contract. But the scandal for which the Municipality of Tirana will have to answer is the fact that this contract of sale and purchase of shares was never filed with the CKB.
From an observation at the National Business Center, it results that currently the company ECO Recycling continues to have a shareholder with 51% of the company Eco Tirana. Eco Recycling has not filed the final owners and for this reason, it has a suspended status since September 19, 2022.
Erion Veliaj was called to SPAK three months after this statement made by the former number two of the government, Arben Ahmetaj. In the eight hours of his stay at the Prosecutor's Office, information leaked to the media that among the questions that were asked to the mayor are those related to the ownership and money of the incinerators...
In the multitude of denunciations that 'Plug' has made about the Tirana incinerator affair, the program dated February 14, 2024, was dedicated to the ownership scheme and the suspicions that Russian and Iranian money is laundered in the Tirana incinerator. We are bringing this scheme once again with facts.
On August 31, 2017, between the Ministry of Environment as the contracting authority and the company Integrated Energy BV SPV, the concession contract with the object 'Construction of landfill, incinerator and rehabilitation of the existing storage site, Tirana' is concluded.
The contract provided for the construction and operation of the Tirana incinerator, which would have to burn urban waste and produce energy.
The company 'Integrated Energy BV' (today with the new trade name 'Geogenix B.V'), from the administered documentation, it appears that it was founded by 3 shareholders:
'Integrated Technology Services' sh.pk, owned by citizen Klodian Zoto.
'Energy Recuperator SPA' with legal representative citizen Ernesto Granelli.
Paul Wurth Italia SPA', with legal representative Thota Balter Hanisminan.
This cooperation relationship between the three companies, Paul Worth Italia, Energy Recuperator and Integrated Technology Services, was expected to last until the concession contract for the Tirana incinerator was awarded.
Klodian Zoto and Mirel Mërtiri have used the name of the company Paul Worth Italia, just to formally fulfill the financial criteria to afford the investment of 128 million euros. And this is proven by the subsequent actions, where only four months after the agreement was signed between the Ministry of the Environment and Integrated Energy BV SPV, represented by Klodian Zoton, the two founding companies withdrew from the Dutch company Integrated Energy BV, selling their shares to the company Integrated Klodian Zoto's Technology Service.
The same thing happened with the other founder of Integrated Energy BV in the Netherlands, the company Energy Recuperator, which sold its shares to Klodian Zoto's Integrated Technology Services with the contract signed on January 12, 2018.
Only two months later, Klodian Zoto, already the owner of 100 percent of the shares of the company Integrated Energy BV SPV, sells them again.
On 20.03.2018 Integrated Technology Services sells its shares to citizen Giuseppe Ciaffaglione. The contract states that the sale price of the shares is 463,000 euros, which will be paid in installments of 6,500 euros/month starting from April 2018.
Giuseppe Ciaffaglione becomes the youngest owner of the 30-year-old concession. An Italian citizen, a Caldaist by profession, who held a consulting contract with the Fieri Incinerator company. From this consultancy he would benefit from a payment of 300,000 euros, while with the new engagement as administrator of the Tirana incinerator, he would be paid 5,000 euros per month.
To put it more clearly, the Tirana Incinerator Concessionary Company is sold in installments to its employee Giusepe Ciaffaglione, who from Klodian Zoto's boilermaker, becomes the sole owner of the concessionary company, which would have to invest 128 million euros of its own share capital. .
But Klodian Zoto's Kaldaist didn't even dream of owning 128 million euros, and as the sole owner of the concession company, he would definitely need collaborators, ready to put dubious money into the game.
On May 10, 2022 Giuseppe Ciaffaglione sells 40% of the shares to the company Franco Tosi Meccanica spa and 40% to Icare Holding sa Both companies have bought these shares in the value of 312,000 euros each and this amount should be paid by the 30 November of 2023. But even these payments were never made.
These companies would benefit from the shares on the condition that each one guarantees the financing of the Tirana incinerator project and a minimum of 60,000,000 euros from the financing of the past debt to the Company's account. If this condition was not met, then the companies would have to return the shares free of charge to their seller, namely Giuseppe Ciafagglione.
Currently, the company Geogenix BV has as its shareholder, the companies Icare Holding with 40% of shares, Hydros SRL with 0.01% of shares, Franco Tosi Mecanica with 40% of shares and Giuseppe Ciaffaglione with 19.9% ??of shares.
The company 'Franco Tosi Mecanica' is owned by citizen Alberto Presezzi. The latter turns out to be one of the main shareholders of the company 'Geogenix', formerly Integrated Energy BV. According to data from the national business center, Presezzi is the beneficial owner with 40%.
However, a friend and close associate of Alberto Presezzi, Gabriele Tarroni Longinoti, in the statement given for the show 'Piranhas' a year ago and recently reinforced for the show 'Kronos', has shown important information about Alberto Presezzi. According to Gabriele Tarroni, Albanian politicians often came to Presezzi's office, while he himself was present in two meetings that Presezzi held in Tirana with the mayor Erion Veliaj.
Even the Italian businessman, who is currently in Dubai, says that his former driver Miliad Lopa had told him that between 2017-2018, he had traveled to Tehran with the mayor of Tirana, Erion Veliaj, for several important meetings.
This testimony was never received by SPAK, in fact, SPAK to this day has never asked Gabriele Tarroni Longinoti about his statements, which link Erion Veliaj and Alberto Presezzi to Iran... Tarroni is the missing witness of SPAK...
However, while SPAK has remained silent in the face of these statements, until now it is a fact that Alberto Presezzi, who has met several times with Erion Veliaj, has a close cooperation with the Iranian state energy company, Mapna Group.
In 2015, Alberto Presezzi and the head of the Mapna group company, Abbas Aliabadi, founded the company 'Tuga Franco Tosi Mecanica'. Even the show Plug brings for the first time documents that show how Alberto Presezzi's company and Mapna have implemented several joint projects over the last few years in the energy field and beyond.
This data shows the connection of the Tirana incinerator with the Tehran regime, precisely through the company Franco Tosi Mecanica. Even Alberto Presezzi, the partner of the Iranian state energy company, had a meeting in 2017 with Prime Minister Edi Rama. The latter, according to the agenda of January 30, 2017, turned into painting, had a meeting in the afternoon with Alberto Presezzi, Miliad Lopa and another person, accompanied by Erion Braçe.
In addition to the company Franco Tosi Mecanica, which we just analyzed, 40% of the shares are also available to the Swiss company Icare Holding SA, owned by the citizen Max Abitbol. After becoming part of the ownership of the company 'Geogenix', the former company Integrated Energy BV, the company Icare Holding SA, opened its subsidiary in Albania. On October 4, 2022, the ICARE Energji company was founded, while it was registered in the CKB on October 7, 2022.
According to the data of the historical extract, issued by the National Business Center, ICARE Energji has appointed the citizen Marigona Metaj as administrator.
The company is managed by an administrative council consisting of Max Abitbol, ??Joel Jacques Jean Chevallaz and citizen Blerim Hoxha.
But who is Blerim Hoxha? What does that have to do with the incinerator? Who are the people he collaborates with and the companies he appears with not only at the Tirana incinerator?
Let's talk more about this character, who was discovered and denounced to the general public by the former number two of the Rama government, Arben Ahmetaj.
The name of Blerim Hoxha is not unknown in Albania during the socialist government. Blerim Hoxha is a citizen from Kosovo, former owner of the company Tosk Energy, which for several years used the Oil Refinery in Ballsh, another story of affairs and failure of the Rama government, referred to the Prosecutor by the Minister of Justice Ylli Manjani.
Blerim Hoxha appeared in the hydrocarbon business in Albania in 2015. He founded the company 'Tosk Energy' in June 2015.
On May 26, 2016, Blerim Hoxha sells the shares to the Swiss company CDF LONSEILS SARL with French seller CHRISTOPHE DARBORD as legal representative and owner. The latter in 2015 was appointed as the administrator of the company ARMO sh.a.
While Blerim Hoxha and Christope Darboard carried out these movements, the ordeal of leasing the Oil Refinery in Ballsh had begun in Albania. Precisely in 2016, the refinery was leased by the company IRTC SHA registered in the Virgin Islands under the administration of the family members of the businessman Besnik Sulaj.
But after IRTC failed to pay the loan with which this operation was financed, the Ballsh refinery was returned to the bank. In February 2018, this company reached an agreement with Bylis and Tosk Energji companies, and they worked in Ballsh until September 17, 2019. But let's stop here.
Christope Darbord and Blerim Hoxha were behind both companies, Byllis Energji and Tosk Energji, but they themselves did not have the funds to restart the Balsh oil refinery. Therefore, earlier, they secured funding from a company owned by a Russian oligarch blacklisted by President Barak Obama.
In October 2016, the companies TOSK ENERGJI of Blerim Hoxha, CDF LONSEEILS SARL and SKYSEA BV registered in the Netherlands, entered into a mortgage contract, where in the agreement, the company SKYSEA BV is cited as the GUNVOR and is the Pledgee.
According to the agreement, the GUNVOR company owned by the Russian oligarch, Gennady Timchenko, will give the TOSK ENERGY company, 13,000,000 EURO debt. A month before this Pengu contract, some changes had taken place in the company's board of directors, where Christophe Darbord, Hoang Gia Mai (Swiss national director of GUNVOR) were added.
Also, Blerim Hoxha, who had only recently sold the company's shares to Christophe Darbord, was appointed as the administrator of the company. In October 2016, the Money Laundering Directorate blocked the amount of 13 million euros after the Gunvor company was on the US blacklist. However, this transaction would be allowed to be carried out a short time later after a trick with the registration of the SKYSEA company registered in the Netherlands by an Albanian law firm.
In August 2017, a new loan agreement was signed between TOSK ENERGY, CDF LONSEILS SARL and GUNVOR SA, which would be continuously renewed.
In 2019, the citizen Marigona Metaj, an employee of the company ICARE HOLDING sa, is authorized to perform banking operations.
Christophe Darbord was appointed at the head of ARMO on February 26, 2015, and it is this name that connects all the companies that took the oil refinery to the fore from the start in 2015 until its destruction.
However, Christophe Darbord is also the general director of the shareholder company of the Tirana Incinerator, ICARE Holding Sa
ICARE is a company registered in Switzerland and its registered employees are Christophe Darbord, Blerim Hoxha and Marigona Metaj. The latter was also in Albania, where he closely visited the incinerator premises.
From the detailed analysis, these companies that are registered both in Switzerland and Holland have financing links from GUNVOR SA, a Russian company blacklisted in the United States of America by former President Obama. According to the documents we have, Icare is the company that would provide the funds of 100,000,000 euros to finance the Incinerator through an American company ETHOS ASSETS MANAGEMENT and then this money would end up in another company owned by ICARE registered in Dubai, LITËIN SA .
Until now, we have shown chronologically that these two companies had early business relationships in Albania and in very strategic sectors, which could not have been realized without the government's blessing.
In 2018, Blerim Hoxha posted on his Facebook social network a photo from the refinery in Ballsh. In the photo that the show 'Plug' has published exclusively, Blerim Hoxha appears with Christophe Darbord and a foreign citizen unidentified by us, while what stands out is the fact that there are four flags in the photo, the Albanian, Swiss, Kosovar and Iranian flag.
If the first 3 flags have a logic as they are related to the origin of the people in the photo and the place where that photo was taken, the fourth flag, the Iranian one, remains to be connected by deduction only to the 3rd citizen unidentified by us.
So this photo is the proof of how the Russian and Iranian money is combined, which is suspected to finance the business of incinerators in Albania in addition to hydrocarbons. These data show that these people were in Albania after the socialists took power, investing or exploiting strategic sectors of the country's economy.
This photo where the Iranian flag is flying and the Russian flag remains in the shadows, the connections with which we explained above, is not simply the epitaph of the Tirana incinerator.
Another money laundering scheme is that of construction. As if the concreting of Tirana from the tower and countless constructions under the suspicion of laundering the money of crime is not enough, in the capital Erion Veliaj opened the way for the laundering of the money of corruption.
In the show 'Plug' on March 6, we exposed the family ties of the directors of the municipality with the company '5 D Construction'. The program revealed the ownership scheme of this company, which we are bringing back to the public's attention once again.
Mariglen Qato, used his friend Eduard Meta to register the company on January 21, 2016. In 2017, Eduard Meta sold 75% of the shares to Muhamet Petriti, a baker by profession, who turned out to be the father-in-law of Mariglen Qato's brother , Alfred Qato.
Muhamet Petriti, after buying all the shares from Mariglen Qato's friend in 2018, appointed Nestor Muhametllari, a social connection of Redi Molla, as administrator of the company. In 2021, Muhamet Petriti sells the company to his subordinate, Nestor Muhametllari, for a ridiculous amount of 1,000 euros.
Clarifying the economic activity, Plug showed that the company '5 D Construction' won 45 public tenders from 2016 until today, worth about 30 million euros, most of which were given to the municipality of Tirana, the Tirana Water and Sewerage, the Albanian Road Authority , OSHE etc.
In addition to the tenders, plow also denounced the construction permits that 5 D Construction received.
On March 11, 2021, the company '5 D Konstruksion', starts the works based on the construction permit granted by Erion Veliaj. It is about the construction on 'Joklin Persi' street, in Yzberisht, where according to the data, '5 D Konstruksion' has built a residential and service building of 8 and 9 floors, with two floors of underground parking.
On April 14, 2022, Veliaj signs the next permit, this time in Kinostudio, for the construction of another residential and service building of 7 and 8 floors with 2 floors of underground parking.
The third construction permit, '5 D Construction', was signed by Veliaj just a few weeks after the local elections of May 14, 2023.
On June 14, 2023, the company '5 D Konstruksion' begins work on the street 'Zenel Bastari', for the construction project of a residential and service building of 4 and 9 floors with 2 more residential floors underground.
So from the facts, authentic documents and verifiable data, we proved how urban waste management and construction were the two sectors selected by the Municipality of Tirana for cleaning money from corruption and suspicious activities inside and outside the country. But they were not enough and the imagination had to be put to work again.
Until today, we have documented how the municipality of Tirana built two schemes for money laundering, that of waste and the '5d construction' scheme. Today, we will show you the third scheme, the use of art to clean money.
The Dutch journalist Vincent Van Gerven has published an investigative article, which shows the involvement of the wife of the mayor of Tirana Erion Veliaj, Ajola Xoxa in such schemes.
In the article titled: 'How money is cleaned through art and waste management concessions', published in 'The Albanian Mechanism', the Dutch journalist unravels the financing threads of Ajola Xoxa from the incinerator company of Sharra.
The article shows that in July 2021, in the Sharra landfill, the contemporary art platform 'Harabel' put on display a sculpture by the Kosovar artist Sislej Xhafa, entitled 'Bee'. According to the journalist, this sculpture was supposed to be the first of a series of artworks that would transform this landfill into a contemporary art sculpture park.
'Harabel' is a non-profit foundation that 'focuses on the promotion of contemporary art' founded in 2018 by artist Driant Zeneli and 'cultural promoter' Ajola Xoxa, a lawyer specializing in energy law who also happens to be the wife of Mayor Veliaj. Shortly after its founding, Harabel launched a series of high-profile public art projects, featuring internationally renowned artists such as Anri Sala (also on Harabel's board), Adrian Paci and Xhafa. With Tirana's contemporary art scene struggling in terms of both funding and space, and given that neither Zeneli, then an immigrant, nor Xoxa were firmly rooted in that scene, Harabel's meteoric rise was remarkable. .
On Harabel's current website, Xoxa lists herself as 'co-founder' and 'creative director'. She is also the founder of NAAN Gallery and GurGur Gallery, where 'Harabel' has organized exhibitions.
The official address of 'Harabel' in Sky Tower, in the heart of the expensive area of ??Tirana's Block, is in the same building as Ajola Xoxa's company 'The Partners'.
Harabel's former program director and current legal coordinator, Xhoi Skënderasi, also holds a seat on the board of Xoxa's publishing company, Encyclopedic Publications.
In other words, 'Harabel' is closely related to Xoxa's business interests.
But how is this non-profit organization financed? And how does she gain access to prime parcels of land for her public art projects? The answers are given in another paragraph of the investigative article of the Dutch journalist, who writes:
A recently published paper provides one of the missing pieces of the puzzle. The contract stipulates that Xhafa will 'donate' Harabel his work 'Bee' and a company called 'Integrated Energy BV SPV' will install and maintain the work on its property for at least five years on behalf of 'Harabel' and the artist. While this document exhausts the question of how 'Harabel' structures its public art projects, this particular legal structuring raises a number of other questions, the most obvious among them: Why Integrated Energy BV SPV, a private company created for ' the management, administration and realization of works for the construction of the Tirana Waste Treatment Area', will provide the property and free support for the creation of a sculpture park on the outskirts of Tirana
The journalist closes his article by raising rhetorical questions, regarding the interest that Klodian Zoto and Mirel Mërtiri had in financing the contemporary art of Ajola Xoxa. He answers this question by stating that the financing has ulterior motives.
So, it would not be unreasonable to think that even their sponsorship of Harabel's artistic events has ulterior motives, just one of the episodes in a mutual exchange of favors between the municipality of Veliaj and businessmen. So, perhaps, after presenting a factual account, we can conclude with a brief speculation: As evidenced by the Ahmetaj file, Integrated Energy BV SPV was granted the Sharra concession thanks to the initiative and support of Mayor Veliaj, whose municipality is also responsible for payments to Integrated Energy BV SPV for a period of 30 years. In return, the company made the small gesture of supporting the mayor's wife's fledgling curatorial career by sponsoring a sculpture park at the landfill it manages.
Also, the journalist qualifies this action of the artist Sislej Xhafa as artwashing of a concession managed in a land washed with blood and at the expense of the citizens of Tirana.
In all this, the artist Sislej Xhafa, who had spontaneously chosen the place 'without any prior suggestion', provided a facade of respectability, while in practice he facilitated the washing away of a concession managed on a land washed in blood and at the expense of the citizens of Tirana, who are already facing a large increase in waste collection costs. After all, the money that flowed through Xoxa's 'non-profit foundation', Harabel and its gallery spaces is negligible within the wider landscape of Albanian expropriations, privatizations and concessions. But the principle that emerges from this is clearly the modus operandi of the government, which from its inception has actively appropriated some forms of cultural nature to serve its propaganda needs, distracting public attention from the work of its interior.
For this investigation, the Dutch journalist has requested a statement from the names mentioned in the article, but according to him, no one has deigned to answer. However, on July 3, 2021, the Instagram profile of 'Harabel' reacted by claiming that there was never a financial relationship between this association and the Tirana incinerator company.
Following the completely false speculations made against Sislej and/or Harabel, we feel obliged to state that there has never been a financial connection between Integrated Energy or any other company that manages or owns the Waste Treatment Area and Sislej or Harabel. NEVER!!! As anyone can see, the artwork was produced using an old window. Even the grid used for the artwork window was installed by the artist himself. AS IT IS CLEARLY PRESENTING, THE WORK OF ART HAS A PRODUCTION COST EQUAL TO ZERO.
However, today the show PLUG publishes a contract, which shows the relationship between Ajola Xoxa's Sparrow and the incinerator company. In order to camouflage and avoid the direct relationship with Ajola Xoxa, Integrated Energy Bv.Spv has signed a cooperation contract with the artist Sislej Xhafa. But as they say, the details are hidden under the lines, where it is revealed that despite the fact that the work is by the Kosovar artist, the direct owner of this work is 'Harabeli'. of Ajola Xoxa.
At the end of the term of this agreement and or in case of dispute, the public work will always and permanently be returned to HARABEL, which exercises the right of ownership over the thing.
Another detail that shows that the work is owned by Harabel is the dot. 3.6 of the contract, which indicates that Ajola Xoxa has all the right to reproduce the work in case of damages.

The financial relationship between Ajola Xoxa through 'HARABEL' and Integrated Energy Bv.SPV is also evident in this contract. In the contractual provisions for the maintenance of the Bleta plant, it is clearly stated that all costs will be covered by the incinerator company.
The company Integrated Energy BV SPV undertakes to maintain the public work object of this Agreement, and explicitly to carry out: cleaning from dust, environmental dirt, continuous maintenance of the greenery around it, showing due care for the smooth running as well as any other actions ordinary related only to the aforementioned purpose.
