
CNA has denounced the scandal in the School of Magistracy with the entrance exam. Today, CNA has brought more details from this scandal in the school that produces prosecutors, magistrates and judges.
The first stage of the entrance exam took place on April 22. Contenders entered the exam hall at 8:00 AM as the test started at 10:30 AM.
Although the contestants were not allowed to leave the hall for personal needs, some of the contestants who were pregnant were allowed. However, even before the pregnant participants left the hall, the director of the School of Magistrates, Arben Rakipi, decided that in the framework of transparency, the entire procedure of forming and photocopying the thesis would be canceled and the entire procedure would be restarted from the beginning, postponing it so the exam with 45 minutes.
In the hall where the test took place, neither the lecturers of the School of Magistracy nor representatives of the OSCE were present in the role of observers, but only some employees of the school administration, who, contrary to the regulations, also carried telephones cell phones.
The thesis consisted of 100 questions and each question was evaluated with 1 point. Candidates had to score more than 60 points to pass the exam.
At the end of the exam, at 15:30, theses were corrected with the scantron method in the presence of all applicants, when 79 applicants were selected to pass to the second stage.
Candidates who have obtained 60 or more points are declared winners to pass to the next stage of testing.
A day later, on April 23, it was unofficially reported that the scantron device had malfunctioned on the day of the test correction, and therefore the names of the winners were added.
It was admitted by the school director that on the day of the exam, the scantron device not only did not work properly in reading the sheets, but also the answer key had errors in solving the four questions. Rakipi also declared to the candidates that on the day of the exam, after all the applicants had left, they had corrected the exam papers once again with scantron equipment and this time they turned out to be winners to pass the second stage 121 winners.

A large number of applicants submitted requests for re-correction of the scantron sheets and in the presence of a committee consisting of Albert Kulici, the IT of the School of Magistracy and a secretary, the candidates were allowed to look at the thesis once more behind closed doors.
Thus, theses were corrected for the third time. But again case by case the addition of 4 marks was made with the excuse that the scantron device has read only 96 answers of the theses key. After this process, on April 24, the school published the final list of 131 winners.
It should be noted that there was no official communication from the school regarding this procedure and everything was accompanied by a lack of transparency. In violation of rule 1 of the Admission Exam Regulation, the correction of theses was done without the presence of the applicants. This Regulation provides that "The first phase will be a selection phase. The method of the selection test will be written and with an open public procedure accompanied by the electronic evaluation of the answers in the presence of the candidates. The administrator of the exam is the Director of the School of Magistracy."

CNA has learned that the scantron sheets are filled out in pencil on the day of the exam and their manipulation is very simple. For this reason, the above-mentioned Regulation provides exactly that theses are corrected in the presence of all applicants on the day of the test.
The school staff kept the theses along with the answer key for 3 days before the final list was announced, with the possibility of unfairly favoring certain candidates. The school staff did not allow the candidates to get the copy of the exam paper and they are yet to release the answer key.
The candidates request the cancellation of the first stage of the exam, while claiming that Rakipi has misused his duties as the Exam Administrator as provided for in the School Regulations.
The school director has severely damaged the credibility of the process, as well as the confidence of the candidates and the public in this exam, which marks the cornerstone of the creation of the justice system.
It should be noted that Rakip's statements in the media are contradictory and unclear, because it is claimed that there were problems only with the scantron device used on April 22, where only 79 candidates emerged victorious, but the theses were corrected two more times.
The second time, 42 names were added and the third time, 10 more names, bringing the list to 131 winning candidates. For the 10 candidates who were declared winners in the third correction, the school did not publish the scores, but only added them as names to the final list.
As it is easily noticed, it is not a question of having been included in the final list of winners, only the candidates to whom 4 points have been added, as Rakipi claims. The table below shows that the 10 candidates who were added to the final list as qualified, on the first day of test correction, had the following results:
Marinel Bregu was not the winner on the first day, but in the list after the second correction, it resulted with 71 points.
Bani Jazhxi did not win the first day, but was declared the winner.
