The contract that brings CNA below was signed by several directors of Erion Veliajt. The land affair is as corrupt as the landfill and perhaps bigger than the "5D" corruption file of some directors, who had chosen to win the tenders that were held in the Municipality of Tirana. The company received about 60 million euros from the municipality, the official amount from the lands is suspected to be that much. Some claim it is much more.

SCHEME OF THEFT WITH HANDS

In the case of lands, there is a collusive corruption. Many media, many journalists, reported at that time that money was distributed in bags, propaganda was financed in the service of corruption.

The lands were a private to private circulation and the theft with invoices or not is suspected tens of millions of euros.

Every builder had to go to the landfill company to take the soil from the work he was doing. So, they should have been controlled, the place where they were thrown, after the opening of pits for construction or the creation of waste from the demolition of an object, etc., etc.

Although it was foreseen in the concession contract, the price of 29 euros per ton and no other payment, a second price is invented, a price for soils. The good, high-quality soils cost 4 euros/ton, the others, somewhere around 10 euros/ton, and after they are taken to the landfill to receive, to fill, or to use and reuse your soils, you have to go to buy the lands that you had previously paid to deposit.

But this process was invented as a new tax for builders whose official value is approximately 60 million euros, since the amounts of money that have circulated in the dark are not known. At least the informal economy in Albania, according to official statistics, goes up to 30 or 40%. So, as a minimum, what is expected from the lands, in the informal market, is about 25 million euros more.

Maybe more, but let's just take the part of the official figures, declared by the company, which declares a turnover somewhere between 20 and 25 million euros in the last 4-5 years, which clearly shows that by removing the money fund , paid by the Albanian government of 10 million dollars and up to 12 million dollars per year, the rest of the income is from the land and other activities of the landfill.

MONDAYS, BIGGER AFFAIR THAN 5D

So the affair with the lands goes over 60 million euros and this is based on facts and proven official figures, an affair that starts a second tax for the builders. At a minimum, in order to approve another fee, such as that of land, the Municipality of Tirana and the municipalities of the District of Tirana should definitely address the line ministry.

But no municipality has done it, the Municipality of Tirana has signed an agreement forcing the builders to take the soil to the landfill, without first having a market study, an officially approved price, or a repaired contract with a new article added.

All the data have shown that the landfill of Tirana, in a total turnover in 30 years, could reach about 1 billion euros. This is according to statistics, official data, the addition of income that was made to the landfill with the introduction of the municipalities of the Durrës District, or even the commitment of other municipalities of the District of Tirana, but the main one was the Municipality of Tirana, Erion Veliaj that with the land contract , doubled the income of the Tirana incinerator company.

Therefore, the case of incinerator soils is an act, as corrupt, as scandalous as the incinerators and bigger than the "5D" affair, and in this case Erion Veliaj did not "know" anything.
