EU launches membership negotiations with Ukraine and Moldova

It took more than two years, but now the EU can begin accession negotiations with Ukraine and Moldova. This became possible after Hungary's new government ended its policy of blocking.

As announced by the current Cypriot presidency of the Council of the EU, the member states, following the end of the Hungarian blockade, have reached a common position for the first phase of the negotiations, the necessary preparations have been completed.

Hungary ends blockade

Negotiations on Ukraine and Moldova's accession to the EU formally began in June 2024. However, the opening of the first chapter of negotiations with Ukraine was blocked by Hungary with a veto. Only after the departure of long-time Hungarian Prime Minister Viktor Orbán from power in April did the process start moving again. The new Hungarian Prime Minister, Péter Magyar, announced last week that an agreement had been reached with Ukraine to strengthen the rights of the Hungarian minority in the eastern part of the neighboring country. Magyar had made this agreement a condition for granting approval for Ukraine's accession negotiations with the EU.

Long process - uncertain success

In the first phase of negotiations, officially called "first batch", countries must, among other things, prove that their justice system and public administration meet EU standards. The accession negotiation process is thematically divided into six phases with a total of 33 so-called chapters, for which negotiations are taking place.

Negotiations usually last for years and it is not certain whether they will end successfully. For example, Turkey's accession negotiations with the EU began in 2005 - but today they are completely frozen due to the steps back that this country has taken in the areas of democracy, the rule of law and fundamental rights./ DW
