Another scheme with tenders in the Municipality of Tirana was discovered after the affair with the company "5D" of the directors of Erion Veliajt.

The nepotism scheme is related to the employment of family members and relatives in the Municipality of Tirana, to favor each other until the awarding of public tenders.

The scheme begins with Arsona Vasili Hoxhajn, who is a Senior Specialist in Social Services in the Municipality of Tirana. It turns out that she has a close relationship with the family of the deputy of the SP, Xhemal Qefalia.

The latter used Vasili's car when he committed the assassination, a fact which was also accepted by Qefalia's son-in-law. Aleksandri Vasili told the investigators that the Duka brothers had rented his restaurant for 3 years, emphasizing that he had given them the right to use his blind vehicle, however, there was no further investigation against him.
