The famous "5D" file was one of the schemes that SPAK has already investigated and arrested some of the main directors of Erion Veliajt. Nine of them are under charges, under investigation.

Mariglen Qato and Redi Molla were arrested, while Taulant Tusha was also arrested previously, in connection with a company established in the name of the father-in-law of the brother of one of the directors of Erion Veliaj, and it was verified by SPAK, and the scheme was found how this company won tenders, and at the head of it were actually the directors of Erion Veliaj. Opposition experts, according to official sources provided by CNA, have verified and found materials and documents, and are investigating data on several other schemes used beyond the "5D" file.

So, beyond the fact that, the directors created fictitious companies, win tenders and do some works. The scheme is wider, there are other companies involved, and the theft is not only due to the fact that the company "5D" wins a tender, performs the works, and the directors earn the money. No, it's broader than that.

One of the schemes is the fact that some private companies, mainly builders, were called in advance by the directors of Veliaj, to benefit from a tender. And he was told that he would be the beneficiary of that tender, but he would not do the work, but he would only receive the lek to pay the taxes, and he would give the other amount, 80% of the lek, to the directors, who would carry out these works.

One wonders why some builders had to do this? Many of them did it to get another job in the municipality. So, a builder who took two or three jobs, took one for the account of the directors of the municipality, taking only the money to pay the taxes.

In this case, some verifications have been carried out, and there are some witnesses, and some businessmen, who admit that it worked. And it is also claimed that the works were carried out by the employees of the municipality.

The municipality made the tender, the tender was won by a predetermined company, which in fact did not do any work, but the tools, the infrastructure, the employees that the Municipality of Tirana has, carried out the works, carried out the excavations and even asphalting and lining, and then the road surrendered.

But it was not actually built by the winning firm. But the road was built by Tirana Municipality employees, and in the affair that is being investigated by the opposition experts, which is suspected to be wider than the "5D" file, there are some data that even the "5D" company of the municipality's directors did not carry out works in some of the investments, but those works were carried out by employees of the Municipality of Tirana. Therefore, in some cases, one of the persons accused as a collaborator in this scheme is Herion Rrapaj, the director of the Directorate of Lighting and Roads in the Municipality of Tirana. The flagrant case is that of last year, when on "Xhon Belushi" street, caught municipal workers paving a road while the tender was being held a few weeks later.

There are dozens of such cases that happened in Tirana. So the scheme is not simply and only a company like "5D" established in the name of family members to win several tenders for the directors. There are other schemes as well. "5D" wins, but the works are done by the municipality and the profit is colossal. Another company wins, and "5D" takes over the works, supposedly as if it will perform them, but in fact they are performed by the employees of the municipality, and the enterprises within it.

Even more blatantly, a private company wins, and the works are done by municipal employees. And fourthly, the municipal employees do the works on a road for elections, for campaigns or for certain interests, and then the tender takes place, which is won by an entity "X" and with the winning of the tender, in fact, the investment has been made previously, the money was passed to the directors.

Herion Rrapaj is one of the main persons suspected of involvement in this scheme, with the directors of the Municipality of Tirana, that is, not only with the "5D" scheme, as he has made available the asphalt factory located in Krrabë, and is in depending on the Directorate of Roads and Infrastructure in the Municipality of Tirana.

So, the scheme is broader, there are entities that have been involved, they have received tenders, but the works have been done by the municipal employees, they simply paid the taxes. There are investments made with municipal employees and tenders were made later, there are tenders won, subcontracted under obligation, and so on.

And the spider's webs of tenders and procurements in the Municipality of Tirana, as Erion Veliaj says, are thousands, and there are about 1000 procedures, several tens or hundreds of them were completely fictitious, since the works were carried out by employees.

These facts, publicly denounced, also by the opposition, denounced by CNA, also appearing in the investigation file of SPAK, seem to be expanding the investigation of "5D", which is not simply and only a company established in the name of family members to win tenders, but the affair is much broader with an even bigger scheme involving the directors of Erion Veliajt./ CNA
