At the inauguration of the garden, Veliaj appeared alongside Giusseppe Ciaffaglione, the man of Mertir and Zoto, who was the administrator and one of the main shareholders of the Tirana incinerator.

The messages were discovered by the Democratic Party's group of experts and were released by former Prime Minister Sali Berisha during his weekly press conference.

The messages showed the communications of incinerator bosses wanted internationally for the biggest affair of the century.

Mërtiri and Zoto, registered under the names Mërtiri 3 and Zoto 4, communicated on "WhatsApp", where they expressed their displeasure at the concealment of their names as financiers.

"What was that?", asks Mertiri 3.

Zoto 4 answers: "How do I know? Did you say anything to him?"

"No never. That's why it surprised me", replied Mërtiri 3.

Zoto 4, who seems to be unaware, tells him: "I don't know, maybe he talked to Lali."

The facts and evidence that connect the head of the Municipality of Tirana with the land affair are not few. 

We emphasize here that the land affair, which has reached the figure of 60 million euros, is one of the biggest corrupt schemes, which was born after the signing of the concessionary monopoly contract for Tirana's landfill, which also included the construction of an incinerator.

Although 7 years have passed since this contract, signed in 2017, the incinerator does not exist. In the corrupt land affair, the Municipality of Tirana, which is headed by Erion Veliaj, forced businesses and citizens of the capital to pay tens of millions of euros. On April 25, the political leader of the PD for Tirana, Belind Kelliçi, published an e-mail that shows Erion Veliaj's connection with the land scandal. 

Kelliçi published the email of Denisa Tollkuçi and an official of the Municipality of Tirana, where they communicated about the reconciliation of the deposited amounts of waste and soil.

He clarified that until May 2018, there was no claim from the concessionaire to activate a new payment for soil/inert sound.

But then, Veliaj decided that the Tirana Municipality budget should pay for every public work the fee for the deposit of soil in his business.

"On January 21, 2020, between Denisa Tollkuç and an official of the Municipality of Tirana, there was communication precisely about the reconciliations of the deposited quantities of waste and soil. More specifically, the official addressed Tollkuç, saying: 'Referring to the table with the data of in 2018, compared to your table, we have differences... I believe the avoidance occurred due to the fact that in 2018 the ordered payments only considered the item urban waste until the month of May, after this month we started to activate payments according to the items 'urban, soil, inert' '.", the e-mail says.

LAND CONTRACT, AFFAIR WITHIN THE AFFAIR, DIRECTORS OF VELIAJ INVOLVED IN THE AFFAIR

Investigations continue regarding the Tirana incinerator affair. By order of SPAK, directors of Tirana Municipality have been arrested. Taulant Tusha, the director of Erion Veliaj, has been arrested for the Tirana incinerator.

The land deal is one of the darkest parts of the affair.

The municipality of Tirana has forced businesses and citizens to pay 60 million euros for soil, which should be deposited in a certain place, but in reality it is emptied at the landfill of Tirana, which is in a catastrophic state, beyond capacity, leaving off the map where waste collection was supposed to take place.

The "clan" of this monstrous affair was revealed in an official document, where it was shown how 3 directors of Veliaj signed to serve the landfill company of Tirana.

Ermal Kapllanaj, Taulant Tushe, Evisjon Sulku, but others have built the territory control scheme for the soils by adding 60 million euros to the incinerator affair.

There is an agreement that CNA has reported that happened between Tirana Municipality officials and was also signed by Giuseppe Ciaffagalione.

The Municipal Police was at the head of the action, but the environment was not left behind. So, the entire structure of the Municipality of Tirana in the service of the lands and for this according to the reports given were paid under the hand, under the rug, for the quantities of trucks, as the owners of the companies and the managers of the landfill of Tirana at that time declared that in an amount of 50 lek was given per cubic meter, simply and only for the support structures of the Municipality of Tirana.

So, the directors of Veliajt signed the land contract, they served the Tirana incinerator company and all this happened before the eyes of the mayor Erion Veliajt and the latter knew nothing.

Erion Veliaj is the "respondent" for all these facts. He is the defendant about the garden and that he does not know that the financing was done by Mirel Mërtiri and Klodian Zoto.

He is the defendant for the 60 million euro land affair and that his directors have signed.
