The State Supreme Audit Office has published a series of reports on audits in different municipalities in the country, and the common denominator in all the reports is the uncollected liabilities from these institutions.

Thus, KLSH has recommended to Berat Municipality to take measures and follow all administrative and legal procedures for the collection of obligations for local taxes and fees in the amount of 382.5 million ALL from business taxpayers, state institutions, families, farmers, individuals, etc., the amount of ALL 3.8 million of the fines imposed by IMT for contraventions by physical/legal persons, as well as the value of ALL 1.5 million of the rental fee from tenants of assets owned/used by the Municipality.

Another municipality that seems to have the same problem is in the Kruja Municipality, where it turns out that the debtors' situation is progressive for physical/legal entities, at the end of 2022 there are 2,412 debtor entities in the amount of 613 million ALL, while the obligation created during the year 2023 results in the value of 102 million ALL, and at the end of 2023 there are 2488 entities in the value of 715 million ALL.

In the Municipality of Durrës, the KLSH finds that the value of debtors from local taxes and fees at the end of 2022 of 165 million ALL is incorrect, as this value belongs to the value of debtors created in the fiscal year 2022. From the data of the Directorate of Taxes and Local Fees The progressive value on 31.12.2022 of debtors from local taxes and fees is in the amount of 799 million ALL, bringing a discrepancy of 634 million ALL.

In the Municipality of Korça, the auditors have come to the conclusion that the obligations from taxes and fees of businesses amount to 203 million ALL, while the obligations from local taxes and fees for families amount to 234 million ALL.

A similar audit in Skrapar also revealed unpaid and uncollected liabilities from the Municipality.

Specifically, from the audit of the data related to the tax payer's obligations from taxes and local fees they have towards the Municipality of Skrapar, it was established that until 31.12.2022, the tax debt is in the amount of 85.8 million ALL. "Throughout 2022, the debtor value created is 9 million ALL, as well as the debtor value created during 2023 is 10.6 million ALL.

For the Municipality of Fier, KLSH has underlined that no full measures have been taken for the collection of arrears from debtors, making the uncollected obligations for local taxes and fees progressively on 31.12.2022, amounting to ALL 236.8 million .

In all cases, KLSH has requested that measures be taken to collect these obligations from the Municipalities./ Monitor.al
