The 60 million euro land affair is one of the biggest corrupt schemes, which was born after the signing of the concessionary monopoly contract for the Tirana landfill, which also included the construction of an incinerator, which, today, after 7 years, does not exist.

In an interview for CNA TV, journalist Elvi Fundo shows how the whole scheme works and the involvement of the Municipality of Tirana.

"The company received about 10 million dollars from the Albanian state and another 10 million dollars from the lands, and it is not known where this money ended up. There is a detail about the lands. The concession company claims that it is a private-private agreement and has decided an illegal fee. Although there was an agreement with the Albanian government to have a monopoly, as Mayor Veliaj has said, the issue is that we are dealing with a private relationship and a monopolistic company company, if it didn't have the soils, it would be forced to get a permit from the government, a hill to take the soils, to cover the garbage.

This contract made the Municipality of Tirana available to the concessionaire company. It was the municipality that followed the builders with a drone, to force them to move the soil, without first approving a fee. The concessionaire has said that you will pay 400 new lek for a cubic meter and 8 euros for an inert cube. In fact, they only had one scale, as it was the builders themselves who carried them. In the event that we would have an approved tariff, this money that the concessionaire company could receive should reduce the costs paid by the citizens of Tirana to 29 euros/ton. The municipality makes an agreement, goes to the back of its mind, sabotages the NJZP and does not take the representatives, and this has led to a damage of 60 million euros, so that the company could take the landfill for free."

The journalist clarifies that the same directors already arrested for the Tirana incinerator and the "5D" file, from Taulant Tusha or Mariglen Qato, are also involved in this affair, while Ermal Kapllanaj, the director of the Municipal Police, as well as officials of other high.

"Since the municipality issued building permits, they also had territory coverage schemes, with construction inspectors, with environmental inspectors, with the municipal police, which were a four-pillared structure on the grounds of the capital. These collected the information and cooperated with the incinerator company. These are the same people who were involved with the '5D' company. It would have been impossible for the Tirana incinerator to collect 60 million euros if Mariglen Qato did not cooperate. Tusha, Ermal Kapllanaj. Further, Fundo explains how the land affair is a tax on the backs of the citizens of Tirana.

 "The moment a construction company costs a pit 150-200 thousand euros, it may drop 15 or 20 euros per square meter of construction, he will bill it to the citizen. So, the citizen who will buy the apartment will pay the pit lands, for which the non-existent Tirana incinerator company receives the money. There are two sums of money that come from the citizens' pockets and are channeled to the concessionaire company."

Fundo also explains the role of mayor Erion Veliaj.

"Erion Veliaj was aware, I think and I suspect that he deliberately sabotaged this thing, so that NJZP would not collect information on the information of this money and that the government would not intervene to stop this affair. He was aware of this affair, that it was reported by many, many builders", he said.

Fundo emphasizes that Veliaj will not be able to evade justice.
