Zhupa, request for compensation for the residents of Delvina, Finiq and Konispol

MP Ina Zhupa, representative of the Vlora district in the Assembly, has addressed an official request to the Ministry of Interior, the Ministry of Defense, the Municipalities of Delvinë, Finiq, Konispol, the Prefect of Vlora and the National Civil Protection Agency.

It calls for the immediate establishment of a joint working group to identify the damage caused by the fires in the municipalities of Delvinë; Finiq; Konispol and to take measures to fully compensate the affected residents.

Zhupa argues that "Given the large size and colossal damage they have caused, I request that without any delay in the service of the residents:

1. Establish a joint working group, composed of representatives of the Ministry of Defense, the Ministry of Interior, each of the municipalities, representatives of the District Prefect and representatives of the National Civil Protection Agency.

2. A process of real and rapid identification on the ground of the damage left behind by the fires should be carried out.

3. Prepare a draft decision that fully compensates the residents for the damages caused according to market prices.

The Democratic MP states that: "the financial inability of these municipalities' budgets is not and cannot be a justification for compensation for residents, in this case it is the central institutions that will have to respond."

Zhupa also declared the readiness of the democratic representatives in the municipal councils to be part of the working groups for the impartial and correct assessment of damages. And the willingness to vote on any decision for the full and rapid compensation of residents affected by the fires.

Zhupa states that: "Residents cannot be abandoned to empty promises with bags of concentrates. It is the duty of the state to respond to this disaster for which they have no responsibility."

As a member of parliament for the Vlora District, I have sent an official request today to the ministries of interior and defense for the immediate establishment of a joint working group to identify the damage caused by the fires in the municipalities of Delvinë; Finiq; Konispol and to take measures to fully compensate the affected residents.

Given the large size and colossal damage they have caused, I request that without any delay, in the service of the residents:

1. Establish a joint working group, composed of representatives of the Ministry of Defense, the Ministry of Interior, each of the municipalities, representatives of the District Prefect and representatives of the National Civil Protection Agency.

2. A process of real and rapid identification on the ground of the damage left behind by the fires should be carried out.

3. Prepare a draft decision that fully compensates for the damages caused to the residents according to market prices.

I express the readiness of our representatives in the municipal councils to be part of the working groups for the impartial and correct assessment of damages. And the willingness to vote on any decision for the full and rapid compensation of residents affected by the fires.

As provided for by the law on "Civil Protection", the financial inability of the budgets of these municipalities is not and cannot be a justification for compensation for residents, in this case it is the central institutions that will have to respond. But initially, the identification and issuance of the financial invoice is a direct task of the working group, a process that should not be delayed.

The burning of houses, the burning of lands along with their agricultural products, the burning of olive groves, the burning of livestock, have made the livelihood of these residents impossible because they no longer have anything. The residents cannot be abandoned to empty promises with bags of concentrates. It is the duty of the state to respond to this disaster for which they have no responsibility./ CNA
