Massive fires in the country/ Spahiu: The state should take its due role with

The co-chair of the Movement for National Development, Ekrem Spahiu, expressed his views today regarding the situation created in the country by the fires.  

In a press conference, Spahiu said that the state has a legal duty to protect human life, living things, property, cultural heritage and the environment.

Spahiu requested that the state take on its proper role in building visions and prospective action plans, so that disasters are prevented to the maximum extent possible.

Albania has been hit by massive fires this week, like never before, burning thousands of hectares of forests, pastures and fruit trees. As if this environmental disaster were not enough, an elderly man also lost his life, while many citizens suffered burns of varying degrees or were injured. Houses, buildings, stables, livestock, beekeeping and everything that the fire took in its path were burned.

Of course, there are also the consequences of global warming, where temperatures in recent years have been terribly high, as a result of which a spark is enough to end in a massive fire. Even carelessness brings very serious consequences. But what cannot be tolerated is that the vast majority of them turn out to be deliberate arsons, organized for criminal interests, where among the most important we can highlight:  

• Arson for the construction interests of the property mafia, to open new roads for unauthorized construction such as villas, resorts, etc., especially in tourist and mountainous areas.

• Arson to expand the activity of extracting stones or construction materials.

• Burning for pasture regeneration.

The "Movement for National Development" expresses its position that the state has a legal duty to reduce disaster risk and implement civil protection to guarantee the protection of human life, livestock, property, cultural heritage and the environment, through the strengthening of the civil protection system. Therefore, the state has a very great responsibility.

The "Movement for National Development" suggests that the following measures be taken:

• The Head of State should urgently convene the National Security Council.

• Establish a state of natural disaster in the most affected areas.

• Full compensation for everything, according to the law, for all those injured by burns.

• The Government should inform the Albanian Parliament about the situation created, the risks that arise, the measures taken to manage the situation, especially the rehabilitation measures for the affected communities.

• The Government should inform the Parliament, public opinion and the media about how it is progressing.

"National Strategy for Disaster Risk Reduction", where the funds allocated for this purpose end up, especially for natural disasters such as massive fires.

• Maximum mobilization of emergency and civil protection capacities.

• Conduct in-depth investigations into the perpetrators and instigators.

• The law on the punishment of arsonists and their instigators should be tightened.

"The National Development Movement" believes that the state should not remain simply or solely responsible for disaster management, but should take on its proper role in building visions and perspective action plans so that disasters are prevented to the maximum extent possible, insisting in particular on the implementation of the Law "On Forests", for their protection as assets of particular importance, for their great and irreplaceable values in protecting the climate, the soil, preserving and improving production potentials, the balances of the natural environment, biodiversity, energy resources and the water regime, as obligations of national and international interest.

"The Movement for National Development" expresses its appreciation and gratitude to all members of the Military Forces, firefighters, pilots and Emergency teams, who faced the very difficult situations caused by the fires. We also have a special thank you to the friendly countries that helped us with aerial vehicles to extinguish the fires.

At the same time, the "Movement for National Development" cannot remain silent and express its indignation at the inhumane treatment meted out to firefighters, who, after many hours fighting the fire, sleep on the ground in the streets. Those images that are making the rounds around the world shame us as a country./CNA
