Details revealed/ New Parliament begins discussions on concessions

The new parliament will begin discussions on concessions, one of the hottest topics in recent years, as there are projects such as the incinerators that have become the biggest pits of corruption.

According to a document that has already been presented to the Assembly, it is stated that a system of rules, control and supervision has been established.

"The goal is to create a transparent and competitive framework, aligned with EU directives, that protects the public interest and reduces fiscal risks," the document states.

The Ministry of Economy guides the overall policies for PPPs and chairs the Project Selection Committee, while the Ministry of Finance is the "fiscal watchdog".

The document states that municipalities and public entities have restrictions on concessions.

They cannot enter into PPP contracts above 5% of assets or above 5% of annual tax revenues.

For this purpose, the Electronic Registry of PPPs is being created, where all contracts are registered for transparency and control.
