The governor of the Bank of Albania, Gent Sejko, has presented the BSH report for 2023 to the Assembly.

Since he did not speak about the microcredit scandal, the head of the DP Parliamentary Group, Gazment Bardhi, made a strong reaction, which caused a debate.

He accused the Bank of Albania of not respecting the rules, while raising several questions.

"During the reporting, I expected an explanation because the Bank of Albania has a key role in the biggest scandal. I am referring to the report of the Prosecutor's Office and the employees say that the MCA is outside the monitoring of the BoS. According to the report, the measures taken by BSH are not in relation to the damage caused. It turns out that the BSH did not respect the rules approved by itself for revoking the license.

Did BSH conduct an analysis of the level of bad loans in 2015? Has the Bank of Albania taken any measures for microfinance institutions? Why did you change the bad loan buying regulation that favored MCA and at whose request? Why did you allow a group built by microfinance institutions, judges and bailiffs to rob Albanians? The prosecution says that you have flagrantly violated the MCA licensing law. What connects you to this society?", said Bardhi.

In Sejko's defense came the deputy of SP, Erion Braçe, who said that the plenary session should not turn into an investigation session and requested that no questions be asked.

"I have a question, is there time for asking questions, or is it time to talk?" If I have questions that go and an hour I can ask them? There is no problem in this aspect or not? I would very much like this session to be held in accordance with the Constitution of the Republic of Albania, the first and the second in accordance with the rules of the Assembly. I am bringing to the Constitution to bring to attention the clear premise of the presumption of innocence and to bring to attention that the prosecution is a party even in a clear judicial process, it is not the essence of the truth.

At this point I would like this hearing not to turn into an investigative process. I am reminding you that in compliance with the regulation, it is simply a session of the Governor's reporting before the Parliament and there is a clear procedure written in the regulation for this. The third one I have, I requested that this session be conducted in accordance with the regulation and the code of ethics, whoever in this room is in conflict of interest, not with the Bank of Albania, but with other factors outside this room, specifically with a bunch of executors that in another act, in front of another prosecutor, it is in front of the responsibility that we are talking about today, to get out of this hall and not take up the time of the deputies", declared Braçe./ CNA
