In Monday's plenary session, the head of SPAK, Altin Dumani, reported, who answered the questions of the deputies for 4 hours.

Contrary to some positions that were held yesterday in the parliament, the Minister of Justice, Ulsi Manja, has been openly in defense of SPAK.

While the questions that various MPs and the opposition asked Duman were provocative and against SPAK, Ulsi Manja had a different approach.

In a status on social networks, the Minister of Justice states that SPAK deserves support and respect from the opposition and the majority.

"A session that should have been the most important of the Parliament, because it is the day when the sovereign meets the justice as two independent powers to listen to each other, turned into a session of popular trial and labels that do not honor us as representatives of the people . But, SPAK in the first place and all the new bodies of justice deserve respect for the work they do and for the accountability of their reporting to the Parliament of Albania!

SPAK deserves from this hall the support they are giving to the citizens who vote for us and us as deputies of this hall. This is their will and not their demotivation in the fight against corruption and organized crime!

The model and mentality of SPAK's work should be replicated throughout the prosecutorial and judicial system and this should be the concern and challenge of this room!

"We, as a parliamentary majority, will support without hesitation the solution of justice challenges, despite the attacks and unfair anathemas of the opposition", writes Manja.

Even during his speech in the Assembly, he spoke with superlatives about the Special Prosecutor's Office.

The Ministry stated that SPAK, with the results and records it has in the fight against corruption and organized crime, is a model that will have to be extended to the rest of the justice system.

Manja emphasized that SPAK is an investigative structure and its activity is controlled only by the Court and no one else.

Honorable lady in charge of the session, in fact, after this long session, this heat, I don't even know where to start because, because, today, this room was a courtroom. It was a courtroom, where each of you took on the role of the BKH, the Judicial Police Officer, the Prosecutor, the Judge, the claim, the accusation, and the decisions are held, while only what you are supposed to do: the deputy, you didn't do. !

Today is actually one of the most important sessions of this Assembly, because it is the day where two powers meet! Legislature and Justice! Two powers independent of each other, where justice comes and reports on its activity according to the area of ??responsibility and the Assembly of Albania, of course, receives answers for the Recommendations it has given in the Resolutions for each of these institutions and provides support for the justice bodies that they exercise their activity independently, as described in the Constitution and Law.

Yes, yes, it's good that they left. It's good that they left, and I'll tell them why it's good that they left. Because the behavior you showed today in this room with the representatives of the justice bodies is a shameful behavior, it is an unethical behavior that contradicts the law and the regulation of the Assembly. If you want to know why it contradicts the law, let me read you just one paragraph from the law, article 104 of the law on "Organization and Functioning of the Prosecutor's Office in the Republic of Albania" says: "... the General Prosecutor and the Head of the Prosecutor's Office In particular, they submit to the Assembly detailed data related to the efficiency of the criminal prosecution, the quality of the representation of the accused in court, but it is not allowed to announce specific cases, with the exception of cases where the Assembly of Albania is in the role of whistleblower..." Meanwhile, you today, there was a session and scenes that do not honor us as Parliament and as Members of Parliament. Here, dear colleagues, everything was discussed! But none of you managed to ask and discuss about the efficiency and effectiveness of the judicial system, about the efficiency of investigation and criminal prosecution, the problems faced by the new bodies of justice, but in all your questions and discussions there was only media curiosity and what is spoken outside is brought inside, and even enters a feverish and shameful race of how you would look in front of the one who sees you from the balcony!

You labeled the leaders of the justice bodies, you labeled your colleagues in this wing, because you don't actually care about the progress of the reform in justice, you only care about the situation you have! Because for you, SPAK is on the tracks of the law and the Constitution, only when it investigates this wing on the left. In fact, you have entered into an unbridled race and are in a conflict of interest, whichever one of you gets up first in the morning has two tasks: o fabricate reports about this wing or label the Prosecutors of the Special Prosecutor's Office as Prosecutors captured by the majority. And do you know why you do this? Because SPAK prosecutors are good when they investigate us and when they investigate from your side they are criminal organizations.

Don't get a husband! Because SPAK, today with the results and records it has, in the fight against corruption and organized crime, is a model that will have to be extended to the rest of the justice system, because justice will have to see 360 ??degrees and mentality, culture , the correctness in the implementation of the law, that today, that body of prosecutors and investigators have raised hope for the Albanians, will have to be extended over the rest of the system. Because with the results they have reduced Albania to where Albania is today!

We know, we know, dear colleagues, and we know all the problems that the justice system has today, we also know the stock of files, we also know the problem with the judicial map, we also know the tasks left by Brussels in the progress report. In fact, I don't see here in the room Mrs. Tabaku, even that report, "rule-of-law", which came for the rule of law, now, that for the first time the EU applies it to the countries of the region, for each state, because it applies to the EU countries in 2022, we know one by one, but for the first time it comes to Albania, because Albania is at an advanced stage of negotiations with the EU and the negotiation of chapters, which includes the chapter 23, which are the basic group.

We know it all, because Brussels here in Tirana, dear colleagues, does not talk to walls! Talk to us! He meets with the justice bodies, he meets with the Minister of Justice and we have nothing to hide! We know that there are 114 thousand stock files, but does the KLJ have a strategy for eliminating the stock. There is a strategy that requires support, and from this Assembly, because the strategy includes legal changes, structural changes, administrative changes and this is the duty of the Assembly. Of course, it is not the stock of files and the new judicial map, that you raise the flag of failure for some court buildings today! Undoubtedly, these are also important, but don't forget, there is a plan and a clear strategy of the Albanian Government!

About 5.5 billion have also been designed for the buildings and the proper infrastructure, because we will not leave Albania without a new Court of Appeal, nor without the Tirana Court, nor will we leave Durres without a Court, nor will we leave the Prosecutor's Office of Tirana without a Prosecutor.

But this is not the problem, you have another problem when you put the pin for the map! The Chairperson of the KLJ said here, the map as a mechanism and an instrument does not take into consideration the stock of files, and you know very well that the stock of files was created due to the vetting process and vacancies in the system. Maybe, the system I got before the justice reform, the system you had, was a rotten system. 60% of Judges and Prosecutors left! That you are used to being a Judge and Prosecutor in the hall of Saliu! This was the system we got! But we have a clear strategy! The new judicial map, I tell you.

The new map has not failed in one year of its implementation! We have a problem with the Court of Appeal of the General Jurisdiction and the Administrative Court of Appeal, but it is a success in the 13 Courts of First Instance and the Prosecutor's Office of the General Jurisdiction! But, you have another problem, my friends. You are asking, again, for 6 Courts of Appeal, because you better command the Courts of Appeal with 4 Judges. Because, those Courts of Appeal with 3-4 Judges, held trials in the club, while an Appeals Court in Tirana, with a centralized judicial body, has shortened the time of justice but also achieved another thing: has made the delivery of justice unique! Because it is not possible for a citizen in Gjirokaster, in Apel, to take the decision in 3 days and a citizen in Tirana for 3 years! So hold on! Be patient and do not raise the stake for the failure of the map, because the new judicial map requires support. It seeks support from the Parliament, it also seeks support from the Government.

But, if we are ready both as a government and as a majority, to support the justice reform to the end, you are not! You are not, because you come with the t-shirts in front of you "... Free Corruption, Free Organized Crime, Free Bloodshed of Albanians in the streets...", here you are!

Now, dear colleagues, two words about what happened today, this morning. If I were the head of the prosecution, in this wing here, (right) I have identified 4-5 female prosecutors and investigators. Even if you come here to attack SPAK from morning to dinner, because SPAK has given them the answer with work! I don't want to be a lawyer for SPAK, absolutely! But one of the right-wing colleagues said it a little earlier here: "... if you want to know the success of the work of SPAK and the Justice Department, go ask the lawyers...". You said it at the end! Because you are an interest group, you are one with the lawyers. But we will ask the people, 80% of Albanian citizens, 90%, demand the punishment of corruption and organized crime in this country and SPAK is a beacon of hope! Hand over to the justice, you first, those who are looking for the spaku, who has quarreled with this people must go there when they ask for it, and don't remember who raises his voice in this pulpit, he is right and the citizens trust him! Citizens know you, they know us too, but today, due to the fear and panic you have, not even in the time of Enver Hoxhe, it has not happened, in this hall, that the Legislature left the tracks of the Constitution and the Law and made the court an organ. Constitutionalist who has given hope to the Albanians! From the panic and fear you have! You are in a conflict of interest, both of you (Flamur Noka and Albana Vokshi. You are a liar and a man who attacks SPAK from this hall!

As the Minister of Justice, which I have the duty to support to the end, with all the powers I have in the law, together with my colleagues in the majority, we will support the reform in justice to the end! And why not, in cooperation with our international partners, SPAK as a model of success, let's extend it to the rest of the judiciary!

And if you have any concern about the SPAK, that it incorrectly applies security measures, you have the answer here, because the numbers are hard, only 13.46% are imprisoned. All other security measures are alternative measures of the Criminal Procedure Code. If you want to know another figure, only 5.5% of the detainees today, in our institutions, are on account of SPAK.

Out of the total of 2799 detainees, SPAK has a relatively small number, 150 people or 5.5%! Because the activity of that structure is controlled by the Court, and if here one of the colleagues said: "... Why didn't the Governing Bodies of the Justice System report at first?..." yes! You are right. Ultimately, the responsibility for the governance of the system lies with the KLGJ and the KLP.

SPAK is an investigative structure, SPAK and its activities are controlled only by the Court! Fix this! You do not control it, absolutely! Because you have neither the power nor the competence nor the intellect to deal with SPAK!

You had asked some questions and plans of investigation, which were completely messed up. Even Albana, for a moment I thought that someone from the leaders of the justice institutions would stand up and say, please, "leave the mandate and come and take you as an investigator to SPAK". So far you have degenerated the session.

But, I want to congratulate all the leaders of the justice bodies who respected, today, with professional competence this honorable hall, where the Albanians expect a solution, where the Albanians expect support from the New Justice and do not expect what you say!

You, the only task you have to do, to meet in 2025, you have let go in an unknown direction and remember that the messages you make, from morning to dinner, for the colleagues of this majority, will bring you to power.
