When a decision is presented as a success, while the citizen feels it as a burden, comment becomes the first means of opposition. There is no institutional editing there.
There is irony, revolt, fatigue, anger and sometimes pure cynicism. This is not simply an aggressive culture of public debate. It is also a consequence of the fact that many people feel excluded from the decision-making process.
