Incident in Fier/ Raped 17-year-old and her mother, minor arrested

Fier Police have issued an official response regarding the rape of a 17-year-old girl by several other girls, a case that has shocked public opinion.

According to official information, on June 8, the 17-year-old raped girl appeared at the Fier police station, accompanied by her mother, and reported that she had been raped and filmed in the apartment of citizen LL, 19, by the latter and two other 15-year-old citizens.

After this, citizen LL, 19 years old, and two 15-year-old minor citizens were taken to the police station, who stated that they had exercised violence against their friend, a 17-year-old minor citizen, for weak motives.

Meanwhile, on June 28, one of the 15-year-olds involved in the rape of the 17-year-old was arrested. The arrest was made after the 15-year-old's mother filed a complaint, who stated that she had been raped by her daughter, causing her physical injuries.

After the relevant procedures and based on the assessment of the competent authorities, the arrested 15-year-old girl was sent for treatment to a specialized mental health institution in Tirana.

Police announcement:

Given the high public sensitivity created after the publication on social networks of a video of an event that occurred on 08.06.2026, as well as after the reactions and great interest of citizens towards the official addresses and social networks of the State Police, the Fier Local Police Directorate considers it necessary to clarify public opinion on the measures taken and actions carried out by the Police structures in relation to this case, and more specifically:

On 08.06.2026, a 17-year-old citizen appeared at the Fier Police Station, together with her mother, and reported that she had been raped and filmed in the apartment of citizen LL, 19, by the latter and two other 15-year-old citizens.

Immediately after the minor's report, the structures of the Fier Local Police Directorate gave the complaint the highest possible evaluation and, in cooperation with the Prosecutor's Office, carried out all procedural and investigative actions, in accordance with legal provisions.

Following the investigative actions, citizen LL, 19 years old, and two 15-year-old minor citizens were escorted to the premises of the Police Station, who declared that they had exercised violence against their friend, a 17-year-old minor citizen, for weak motives.

At the conclusion of the actions, on 09.06.2026, the procedural materials were referred to the Prosecutor's Office for the criminal offense "Other intentional damage", charged against the 3 above-mentioned citizens.

We also clarify that, on 28.06.2026, Criminal Investigation specialists, in coordination with the Fier General Jurisdiction Prosecutor's Office, arrested one of the 15-year-olds involved in the rape of the 17-year-old. The arrest was made after the 15-year-old's mother reported that she had been raped by her daughter, causing her physical injuries.

After the relevant procedures and based on the assessment of the competent authorities, the arrested 15-year-old girl was sent for treatment to a specialized mental health institution in Tirana.

The Fier Local Police Directorate reiterates that it has carried out all necessary investigative actions in accordance with the law, in close cooperation with the Prosecution body, which is the competent authority for the continuation of criminal proceedings.
