On July 1, the Constitutional Court released its decision, in which it returns the case filed by the mayor of Tirana, Erion Veliaj, regarding the security measure, to the High Court for reconsideration.

The Constitutional Court concluded that "the Supreme Court did not exercise effective constitutional control over the security measure and did not analyze its proportionality in relation to the public function exercised by the applicant.

Also, according to the decision, the Supreme Court has not specifically assessed the alternatives to detention and has not provided a constitutional response to the impact that this measure has on the right to exercise the mandate won by the citizens' vote, as well as on the citizens' own right to be governed by the representative they have elected.

It is now up to the Supreme Court to review the issue of the security measure, guaranteeing the required constitutional standards..."

As is known, the mayor of Tirana has been indicted by the Special Anti-Corruption Prosecution Office, accused of corruption, money laundering and failure to declare assets.

Veliaj has been under investigation by SPAK and has been in Durrës detention since February 10, 2025, when he was arrested. It is conceivable that there, like a VIP cell, it is not impossible for a "fly" to enter and a "human smell..." to emerge!

This game between the two courts or the passing of the ball from one to the other also means that Edi Rama was frightened by the continuation of the protests for over a month and the transition from calm to violent acts. Many eyewitnesses, public media and social networks have spoken, not without basis, about Erion Veliaj's involvement in a group of protesters as a financial sponsor and through the participation in the protests of dozens of officials and employees of the Municipality of Tirana and several municipal units, as his personal or couple admirers or fans!

There is ample reason to think that under this fear and pressure, Rama "begged" or "ordered" SPAK and the Constitutional Court "to review, to change" the measures against Erion Veliaj!?

In fact, there is no need to forward this request to the Supreme Court, because it knows its own duty, which it will carry out, as has been suspected for some time..!?
