Azerbaijan holds parliamentary elections on September 1, the first since Baku regained full control of Nagorno-Karabakh in a swift offensive a year ago.

No surprises are expected in Parliament, which is dominated by President Ilham Aliyev's New Azerbaijan party. These elections offer Azerbaijan's more than 6 million voters few alternatives to loyalists of Aliyev, who is in his fifth presidential term.

According to the Azerbaijani Service of Radio Free Europe, several alleged election frauds were reported in the first hours of the voting.

The National Election Commission has said that 50 organizations will monitor the elections. The largest contingent of observers is from the Organization for Security and Co-operation in Europe and these observers are expected to be present at the preliminary assessments of the elections on 2 September.

The ruling party has 69 out of 125 seats in Parliament and the rest of the seats belong to smaller pro-government parties or independent candidates.

The largest opposition group, the Musavat party, had placed 34 candidates on the electoral list, but only 25 of them have registered. The opposition party, Republican Alternative, has 12 candidates. The Azerbaijani People's Front for the seventh time in a row has refused to participate in the elections.

Aliyev was re-elected for another seven-year term during elections held in February this year, which were widely seen as unfair elections.

Western observers have repeatedly criticized the elections during Aliyev's term, describing them as undemocratic./ REL
