Seeking Carlo Bollino's media "virginity"...

Carlo Bollino is one of the media publishers in Albania, whose name is closely associated with scandals, affairs, benefits from funds, denunciations, lawsuits, accusations, wiretapping, etc.

According to the facts published by CNA, other media, the opposition and civil society factors, Carlo Bollino is involved in several scandals, he is caught with facts about benefits during the Renaissance government.

1-The “Bunk'art” affair

Invested somewhere by the government, administered by Carlo Bollino and his NGO circles, which benefit from the power and government of Edi Rama or the institutions run by Rilindja, "Bunk'art 1" and "Bunk'art 2" are the concessions with which Carlo Bollino manages to absorb millions of euros in funds every year from the state budget or other institutions, without calculating here the profits from the payment of visitors' tickets.

The “BUNK'ART” project is supported by the Albanian NGO “Qendra Ura”. The opposition has publicly denounced and raised accusations that funds for the administration of the former dictatorship bunkers were given to a private company controlled by Carlo Bollino, without competition and in an unfair manner. According to the complaints made by the opposition, the contracts for benefits from funds from "Bunk'art 1" and "Bunk'art 2" were made in violation of the law, as the beneficiary entity, in this case Bollino, was not selected by the commission established to assess artistic and economic quality and the collegium.

It was further denounced that the benefit of the first funds is seen in the fact that payments for "BUNK'ART" are passed on to another NGO, "QENDRA URA" and this is headed by Ergys Gezka. According to the opposition, this NGO has benefited from 320,000 euros in payments from the state budget, in addition to the income obtained from the tickets sold.

A very important moment that connects Carlo Bollino with these funds is the company "Spazio Eventi Albania".

According to the opposition and media reports, a very important part of the report is the name Ergys Gezka and his family members who have set up a scheme with several NGOs, which benefit from funds from the budget. Ergys Gezka is an associate of Bollino.

These have been denounced with documents and made public by the opposition itself.

2-How did Carlo Bollino obtain public property in Tirana from the government for only 1 euro?

Another benefit added to Carlo Bollino's big bag of benefits is exactly how he obtained public property in Tirana from the government for just 1 euro.

Carlo Bollino, with his propaganda services to the government, managed to obtain a public property with an area of ??4021.50 m2. Carlo Bollino obtained this under a lease contract for a fee of only 1 euro.

By a decision of the Council of Ministers, the conclusion of a lease contract with a fee of 1 euro was approved, between the Ministry of Finance and Economy as the lessor and the company "MTSC" sh.pk, as the lessee, for the state property "Former Metal Enterprise 'Tirana'" (Watch Department), property no. 19, with property number 7/649, with a total area of ??4021.50 m², of which 1624.44 m2 is the construction area, and 2397.06 m2 is the functional area, cadastral area 8220, under the administrative responsibility of Industrial Enterprise no. 1, Tirana, for a period of 20 (twenty) years.

In order to achieve the leasing of this property, the Albanian government enacted a series of laws and acts, VKM, which CNA has also published.

All the acts were carried out so that Carlo Bollino could benefit from over 4 thousand square meters of public property. This scandal has been denounced by the media, as well as by Jamarbër Malltezi and the opposition.




3-The third scandal, Carlo Bollino in the wiretaps in the "Balluku" file

CNA has published facts and documented parts of the investigative file for Deputy Prime Minister Belinda Balluku, which also includes the name of Carlo Bollino.

Details have emerged about how Carlo Bollino had benefited from hundreds of millions of lek from the ARRSH. Communications in the investigative file where the amounts of money were mentioned have been revealed.

According to communications revealed in the "Balluku" file made public exclusively by CNA, del Carlo Bollino, who sends messages to Minister Balluku with third parties to inquire with Director Evis Berberi about projects and payments.

CNA revealed to the public the messages, which showed the hundreds of millions received by the director of the ARRSH at the time, Evis Berberi.

Evis Berberi clearly emphasized that he had paid the first part of 280 million old lek, then he would pay the second part of 30 million old lek and then the difference, which was an amount of 390 million old lek.

Also revealed were the messages that Carlo Bollino sent to Minister Belinda Balluku. The messages made public also clearly show the interventions that Bollino made with the minister regarding certain tenders.

4-Carlo Bollino received payments from incinerators

For years, CNA has been denouncing media outlets that have received payments from the incinerator company, for which officials and former officials were arrested, but it has not yet reached out to the bigwigs or media outlets that have received money from the affair of the century that has devoured hundreds of millions of euros from Albanian taxpayers.

In 2023, DP MP Belind Këlliçi published the payments received by Carlo Bollino's media outlets from the Tirana incinerator company.

He said that "Report TV" television has requested additional budget from businessman Klodian Zoto regarding the 2021 campaign and has received 10,600 euros.

Carlo Bollino and his media have been paid for years by the owners of the incinerators with amounts that total over hundreds of millions of lek. According to exclusive documents obtained by CNA.al, Carlo Bollino's "MTSC" has been paid about 40 thousand euros in 7 executed invoices, where in April alone 18 million lek or almost 17 thousand euros were paid. All of this during the campaign period.

5-Carlo Bollino, in the wiretaps of Erion Veliaj

CNA has uncovered wiretaps conducted on the arrested mayor of Tirana, Erion Veliaj, which revealed that the media was used to attack prosecutors and judges who were dealing with the investigations against him.

CNA revealed details about the media campaign and how Erion Veliaj ordered his brother, Arbër Veliaj, to deal with the media.

The wiretaps also mention publisher Carlo Bollino, where it is said that Arbër Veliaj is directed by Veliaj to meet with journalists Carlo, Mero, or even Mira in order to make posts in his favor more and more often.

"Specifically, in 2020 'MTSC' received 10 million lek in new dividends, in 2021 it received 73 million lek in dividends, and in 2022 it received 61 million lek in dividends. In total, in three years, Carlo Bollino's company has benefited from 145.5 million lek in dividends from the company 'C-7 Integrated System', or about 1.4 million euros.

Year 2020- 10,000,000 lek

Year 2021- 73,861,676 lek

Year 2022- 61,674,854 lek

TOTAL: 145,536,530 lek

The company 'C-7 Integrated System' has secured this income through the company 'IMAGE Communications DEVELOPMENT' owned by Igli Gjelishti. The latter, in a few years, has received over 1.2 billion lek in tenders from the government, from the period 2019 to 2023. Specifically, Igli Gjelishti's company has benefited from an amount of 12 million dollars, from budgetary institutions such as AKSHI, the Tax Directorate, the Municipality of Tirana, etc. Then part of this money went to Carlo Bollino's company, "the complaint made by "Plug" states.

What results from all this is that in the biggest affairs or scandals in Albania, Carlo Bollino's name comes up.

Carlo Bollino is an Italian who came to Albania with a backpack and became a billionaire by benefiting from funds or tenders during the Renaissance government.
