Erion Veliaj, as chairman of "5D"

The "5D" file is one of the most famous files ever discovered, denounced by the media and politics in Albania.

The "5D" file showed how senior officials of the Municipality of Tirana, directors and managers of this institution, who circulated from one office to another, who were sold as successful by their mayor Erion Veliaj, were exposed in a large corruption theft scheme.

The scheme was clear.

State officials built their own companies to win tenders in the offices where they worked or in other institutions.

At that time, with the arrest of one of them, Carlo Bollino wrote to us at "Shqiptarja.com" that he was a former director, but in fact they all fell in turn, one after the other.

Even Erion Veliaj couldn't deny it. Although he, in Edi Rama's style, was also on the "they ate plums behind my back" version.

But, in fact, Erion Veliaj was the head of the "5D" file because he was the mayor, because Erion Veliaj was the man who had appointed them, because Erion Veliaj was the man who ordered and commanded them.

Because these directors, these leaders of the Municipality of Tirana, Mariglen Qato, Redi Molla, Taulant Tusha and many other officials did not fall from the sky or sprout from the ground.

These went to the municipality and most of them took important leadership positions when Erion Veliaj became head of the Municipality of Tirana. 

Mariglen Qato has been director of the IMT (Territory Protection Inspectorate) in the Municipality of Tirana, Redi Molla has held the position of director of UKT (Tirana Water Supply and Sewerage), Taulant Tusha has been director of Public Works in the Municipality of Tirana, responsible for the maintenance of roads, public spaces and urban infrastructure.

Not only leaders of the Municipality of Tirana, these were also people directly connected to the Socialist Party, they are in the Socialist Party campaign.

Who appointed the thieves' directors of the "5D" file to the Municipality of Tirana? Who ordered them? Who commanded them?

Still, none of them have spoken about orders received from the mayor or any collaboration with the mayor.

But where did they take the money they earned?

The question arises: Have they sponsored the Socialist Party and Erion Veliaj's campaigns?

They may deny it, but they are all in the campaign.

Another question: With this money earned from tenders, from procurements, in the service of their mayor, has rent been paid for electoral offices?

Another question arises: Before the campaign, where would they be located?

Were these sons of the mayor of Tirana, Erion Veliaj, who is currently in Durrës prison on 13 serious charges of corruption, the heads of the Socialist Party in Tirana? But not for the "5D" file and not for the Tirana incinerators.

Although in the "5D" file, Erion Veliaj was the mayor and those under his control, that is, the directors who benefited from the tenders, who ran the municipality, the main institutions under its control.

He is not even accused of the Tirana incinerator, which does not exist, although he appeared in the media and announced that he was the one who had requested the incinerator.

Although there are several cases where he has direct links with the company and concessionaire of the Tirana landfill, to the installations made by his wife at the entrance to the Sharra landfill, to the kindergartens or nurseries that were inaugurated, to the cars that were rented or paid for by the concessionaire company, to the directors who signed agreements with the shareholders of the Tirana incinerator.

These same directors of the "5D" file are the directors of the Mayor of Tirana, Erion Veliaj, who are involved in this file, in the incinerators, and in their mayor, who already has 13 serious criminal charges, but no one from the judiciary has yet fully clarified the position of the chairman of the directors of the "5D" file in relation to the incinerators and the Tirana landfill.

The mayor is in prison, as are many directors, some of them under house arrest. The leadership of the Municipality of Tirana has all fallen. Those arrested for the "5D" case continue their trial.

The trial is also pending for their chairman, who is delaying the procedure, although the directors were appointed and supported by their chairman, who has more charges than them./ CNA
