A significant area of public and private property in the heart of Korça has been at the center of a fierce conflict between businessman Irfan Hysenbelliu and citizen Altin Iljasi for years.

The case has involved the municipality, the police, the prosecutor's office, and the courts, but for 7 years, according to Altin Iljasi, nothing has changed.

According to the complaint made to CNA, since 2018, Hysenbelliu has occupied an area of approximately 1,000 square meters of public property, near the "Birra Korça" factory building, using it for his business . But the conflict goes even further.

Of the 840 square meter plot owned by citizen Altin Iljasi, the businessman is suspected of occupying 60 square meters, using it as a functional part of the bar and parking for his customers.

The orange part is the property occupied by Irfan Hysenbelliu, the green part is the area taken from Altin Iljasi.

Iljasi says that initially Hysenbelliu asked him to buy his land, but then the agreement remained only a promise. He describes this as a deception to keep the matter under control and to avoid denunciations against him for occupying public space.

The first reports were made in 2018 to the police, prosecutor's office and the Municipality of Korça. The most recent report is dated September 9, 2022, with protocol number 424, addressed to the Territory Protection Inspectorate in Korça.

In the document, Iljasi requests immediate intervention to vacate the public space and return the private property to his possession. In 2018, IKMT Korça had taken a decision to demolish an illegally built fence, decision no. 16, dated October 22, 2018, in the name of Andrea Nako.

But the decision was not executed, as the Administrative Court of First Instance decided to suspend it until the full review of the case. Currently, the file is under trial at the Tirana Administrative Court of Appeal.

Korça Municipality's response

Meanwhile, according to the complainant, there are 12 other landowners in the area where his property is located, but he is the only one affected by the occupation.

He adds that not only is he not allowed to use the property, but his space is used by customers of "Birra Korça" to park vehicles, directly serving Hysenbelliu's business.
