CNA has been reporting since February details from SPAK's investigative file on the Erion Veliaj-Ajola Xoxa couple's spider scheme.

With facts and evidence mentioned in the file, CNA has shown how Veliaj and Xoxa benefited from various corruption schemes, where through the firm, the mayor of Tirana transferred funds and money to the Non-Profit Organizations of his wife Ajola Xoxa.

A little while ago, we also brought up the payments made by Veliaj to Ajola Xoxa's NGOs.

As we previously warned, CNA is bringing details from SPAK's hundreds of pages of report on corruption committed by Veliaj and Xoxa, where we encounter other facts.

The documents have revealed other details regarding the NGO "Froboulus" and the "ACA" Center.

From the analysis of the evidence administered, including communications, declarations and financial documentation, it results that non-profit organizations (NPOs), specifically the NGO "Froboulus" and the "ACA" Center, were used only to formally complete the necessary documentation for the application and consequently the benefit of public funds from the Municipality of Tirana.

These NGOs have had no real role in the organization and implementation of the projects, but have served as a legal cover to create the impression of a regular application and justify the disbursement of public funds by the Municipality of Tirana.

Such a fact is highlighted in the SPAK report, which clearly shows that we are dealing only with fictitious NGOs, that is, only on paper and with fund benefits.

Ajola Xoxa, fictitious NGO

Ajola Xoxa created fictitious and active NGOs, while Veliaj signed funds and payments for his wife's NGOs.

A scheme that is clearly explained even by SPAK after the investigations.

The actual management of these funds obtained from these applications was carried out by Veliaj's wife, Ajola Xoxa, who coordinated the manner in which the funds were spent, the issuing of invoices and the transfer of expenses to entities controlled by her or related to her.

Decision-making for every payment and every invoice went through her approval, demonstrating complete control over public funds allocated by the Municipality of Tirana, which is headed by her husband, citizen Erion Veliaj.

This model clearly shows the existence of a well-organized scheme, where NGOs are used as formal instruments to secure public funding, while the funds are administered centrally by Ajola Xoxa or the "Harabel" Center, with the ultimate goal of illegally obtaining financial sums from this citizen and her husband. / CNA
