Why did violence break out among IKMT officials?

The Director of Decision Execution at IKMT, Fatmir Meta, was assaulted by the Director of Environmental Inspection at IKMT, Klesti Çela. Official sources told CNA that the fight between the officials occurred in relation to the land issue.

Following an order issued by the head of IKMT to control and inspect all areas where soil has been dumped without criteria for a year.

So the much-discussed issue of soil in the Tirana landfill has begun to turn into a fierce conflict between state officials. IKMT has sought to control and verify where the soil is being dumped, by which entities, which are now abusively dumping it on the streets or into rivers.

And this is where the conflict between the Director of the Environment, Klesti Çela, and Fatmir Meta arose. The former claimed that it was not the competence of the IKMT, while Mr. Meta was simply and only implementing an order from the Director, his superior.

The conflict arises from soil, an issue often addressed on CNA, which is related to the Tirana landfill. For almost a year, soil has not been deposited in the Tirana landfill. Subjects are forced to pay additional costs or throw that waste on the streets.

 

It was criminal how it was handled at the time when the issue of soils was monopolized in Tirana, directing them to the Tirana landfill, but without providing a real solution to the problem. Using expensive tariffs where businesses had to pay up to 8 euros for the soils they took or more, and then a large amount of money to buy them back in case they needed to reuse them.

Dozens of building permits have been issued, pits are being dug in the capital, and the soil has nowhere to be dumped. A problem that has not been solved yet after more than 6 or 7 years of denouncing the Tirana landfill affair with the incinerator that does not exist.

The issue of soil is not a big enough problem to be solved, it is enough to have the will, to find a specific area and to have the soil treated by several entities that can be licensed by the state. But after the Tirana landfill and incinerator scandal broke, their strong interventions and cooperation with the Tirana Municipality led by Erion Veliaj, caused the issue of soil in the capital to turn into a monopoly.

The municipal police, the Environmental Inspectorate, and many other institutions of the Municipality of Tirana, moreover, at that time made agreements and followed with drones and cars the trucks with soil to go to the landfill and fill the coffers of Mirel Mërtiri and Klodian Zoto.

While today, after their departure, the institutions have abandoned the inspection or the responsible structures have abandoned the final solution to this issue in the capital, which without question requires cooperation between the Municipality of Tirana and other local and central structures to provide a solution as quickly as possible, finding a landfill for soils in the capital./CNA
