The Head of the Central Election Commission, Ilirjan Celibashi, delivered his speech at the discussion table on the financing of political parties.

Celibashi stated that the financing system faces a number of problems that endanger the integrity of the electoral process.

Among other things, he said that the transparency of financial data is only achieved passively and citizens consequently do not have access to the data.

"In practice, the financing system faces a number of problems that endanger the integrity of the electoral process. In Albania, we have a legal framework for financing, the implementation analysis shows that this framework has serious gaps, uncertainties and weaknesses and requires extensive intervention. The essence lies in accountability, equality in competition, transparency and public trust. Some of the problems identified by the CEC for the annual financing of political parties.

Lack of proactive disclosure by parties, who do not make financial data available except when the CEC publishes the data. This means that transparency is only achieved passively and citizens, party members and voters do not have access to the data. In practice, this situation creates a large gap between the legal standard and democratic expectations for accountability.

"According to the practice of the CEC, over 50 percent of parties have not participated in the last 4 electoral processes. This situation shows that the audit is often carried out in a formal manner, administrative orders are distributed to subjects without real political activity," said Celibashi. /CNA
