The Chairman of the Health Committee, Bardh Spahia, stated in his speech in the Assembly that the 2026 budget is unfair and only increases the government's operating expenses through PPPs.

Spahia said that healthcare concessions for 2026 are over 40 million euros, equal to capital expenditures for hospitals across the country, and healthcare accounts for only 2.9% of GDP.

 

" This budget is deeply unfair as it increases the government's operating expenses with PPPs."

The health budget is 2.9% of GDP, a decrease compared to 2025. In countries in the region, health is financed more, up to 10% of GDP.

This is abdication of responsibility. The overall burden has fallen by 9.3%, which means less funding for regional hospitals, for medicines, which means a lack of treatments.

Nothing will change in the "Oncology", there is an urgent need for hygienic and sanitary conditions, there is a need for medicines for PetScan, for brachytherapy, for beds.

Albanians' payments are 60% directly from their pockets. 5 million euros have been cut in funding for hospital patients.

PPPs in healthcare are over 40 million euros, equal to capital expenditures for hospitals across the country.

The monthly payment is 100 euros for those on economic assistance, this does not even cover the necessities.

The pensioner bonus increases by only 3%, the subsistence minimum has not been determined.

Social welfare funds increase by 1.2% or 2.5 million euros.
