Salijanj/Paloka Meetings: When the enemy cheers and applauds, look around once

Prime Minister Edi Rama, in today's episode of his podcast "Flasim", spoke again about the GJKKO decision to suspend Belinda Balluku from duty and the government's appeal to the Constitutional Court on this issue.
Rama emphasized that the government's appeal is neither a political battle nor an opposition to justice, but a battle to preserve the boundaries between constitutional powers.
He further added that with the suspension of Balluk, two institutions that cover the national road infrastructure and the national energy infrastructure, ARRSH and KESH, have also been left without leaders. Rama described the GJKKO decision as "a brutal intervention in the body of the government."
"Once again, I want to reiterate my position regarding the necessity of not undermining the fundamental principle of maintaining the balance between constitutional powers in the Republic of Albania.
Once again, I want to emphasize that the appeal I have filed with the Constitutional Court is not a political battle, nor is it an infringement of justice, nor is it pressure on anyone, including these explanations, which are necessary for those who have entrusted me with the privilege of leading this country, but it is an institutional battle, a fundamental battle to protect the boundaries between powers and to prevent the taking over of the exclusive powers of the prime minister, government, and parliament by a prosecutor of a court, a precedent threatening democracy, in the most direct sense of the word, and completely unknown in Europe and the entire democratic world.
This action, which is “de jure” called suspension, but “de facto” is a brutal subjugation of the executive, brings consequences after consequences every day. The reason why I share some examples with the public is to fully understand what has happened, what we are going through and what we are trying and am trying to do, by addressing this surprising and surprising issue in the Constitutional Court, and to share, not only the consequences, but also the damages that can become incalculable.
For example, the director of ARRSH and the director of KESH have been placed under house arrest. It doesn't matter what I think about the reasons for these detentions, because yes, this is the job of the prosecutor and the judge - for as long as, as the authorities of the Council of Europe have noted with concern more than once, detentions and house arrests, without trial, have become "bread and cheese" in Albania. But the fact is that they are not investigated while free, and so what is the consequence? The consequence is that two other key institutions for the country, which cover the national road infrastructure and the national energy infrastructure, are left without a head. However, why is this consequence now directly linked to the suspension and why does this consequence now become irreparable, since the suspension, not only undemocratic, but also illogical, of a cabinet member makes it impossible to replace them, since the law does not give anyone else, except the exclusive authority of the minister, the right to these designations. It is as simple as that why a minister cannot be suspended as if he were a public official of any other level
There is a motto, we have followed it as a postulate: Do not interfere in the affairs of justice. But, on the other hand, this brutal intervention in the body of the government is an alarm bell, which must be heard to the end, so that it never repeats itself. And so, by helping each other and restoring each other to their constitutional positions, we help Albania, we help the consolidation and modernization of the Albanian state , "said Rama. /CNA
