"EU integration is the objective of the government and 91% of Albanians"/ Peleshi: The Assembly will fulfill the established criteria

"EU integration is the objective of the government and 91% of

Parliament Speaker Niko Peleshi participated in the 20th meeting of the Stabilization and Association Parliamentary Committee.

"In his speech, Peleshi said that EU integration is Albania's strategic objective until 2030.

For over a decade, members of the European Parliament and the Albanian Parliament have gathered in this forum to discuss and assess developments regarding Albania's reform process.

Today, we are proud to acknowledge, thanks also to the work of this committee, that Albania is in a very strong position today, having opened negotiations for five groups of chapters and is preparing to open negotiations for the final group of chapters.

Membership in the European Union remains Albania's main strategic objective. Our goal is to complete membership negotiations by 2027 and to officially join the European Union by 2030. 

We are committed to this ambitious and complex process, as we are aware of the great political, social and economic benefits that EU membership will bring to Albania and the Albanian people."

Peleshi stated that integration is not only the government's objective but also that of 91% of Albanians.

"It is worth noting that this is the goal not only of the government, but also of a significant majority of the Albanian population, with 91% of Albanians having expressed their support for EU membership. 

Moreover, Albania's path towards European integration is a vision that transcends political differences, united in the conviction that European integration is the best way forward for the well-being, security and stability of our country.

We are very proud of the fact that in the Albanian Parliament there is a unanimous consensus on the importance of EU membership. All political forces, state institutions and civil society are committed to advancing the European agenda.

I would like to emphasize this fact because it is important to recognize that the responsibility for EU integration does not lie solely with the government.

We know that membership includes and belongs to Albania and all political forces, all public institutions, entrepreneurship and civil society. This is not a process that can be led by one political party or a part of the population. Society, in all its components, must be included in this process. 

Parliament is the forum that brings together the government and opposition parties, thus ensuring that the process is not shaped only by the governing majority, but also by all the voices that represent our society. 

I would like to emphasize that the Assembly will continue to lead the integration process, aiming to guarantee the democratic legitimacy and inclusive character of the process.

Successfully addressing the challenges of the negotiations requires an enhanced oversight role of the Assembly, including the active engagement of the Committee on Europe and Foreign Affairs and the National Council for European Integration in the negotiation process. These bodies will play a key role in monitoring progress and ensuring the effective implementation of the necessary conditions for the opening and closing of chapters."

 

The Speaker of the Parliament said that this institution will meet the criteria set by the EU for each negotiating chapter, both in terms of legislative approximation and transparency and public information.

" A key aspect of this process is the responsibility of the Assembly to ensure that Albania meets the criteria required by the European Union for each negotiating chapter.

This includes not only the approximation of legislation, but also the implementation of necessary reforms and standards.

The Assembly will continue to closely monitor the progress of the negotiations, in cooperation with interest groups, civil society organizations and other non-political actors, to ensure that the process remains transparent and inclusive.

The Assembly is also strongly involved in the negotiation process, especially for Chapter 1 “Fundamentals”, the first for which negotiations were opened and the last to be closed.

In this context, I would like to mention that in the framework of fulfilling the interim criteria for Chapter 1, recently:

- With the start of the new legislature of the Assembly, Independent Institutions are reporting in plenary session;

- Three legal initiatives have been filed in the Assembly: the Draft Law "On Gender Equality", the Draft Law "On the Prevention of Conflict of Interest", the amendments to the Law on the Ombudsman of the Republic of Albania, which will be subject to the parliamentary procedure of review and approval.

We believe that informing the public about the EU accession process is very important. Ensuring that citizens are well-informed not only strengthens the democratic legitimacy of the process, but also fosters broader support from society.

By maintaining transparency and regularly informing the public about the status of negotiations, the challenges faced and the progress achieved, the Assembly will play an essential role in building trust.

Increased attention to open communication will ensure that the public is engaged and supportive of the steps being taken towards full EU membership.

As the challenges of the negotiations become more complex, the Assembly is determined to strengthen its capacities by building expertise in EU policy areas, an expertise that is essential for the effective leadership and monitoring of the negotiation process.

"By expanding our team of qualified professionals, we will strengthen the Assembly's ability to address new challenges, make well-informed decisions, and facilitate a more efficient and effective EU integration process," Peleshi declared./ CNA
