Democratic Party MP Blendi Himçi today accused socialist councilors in the Municipality of Elbasan of voting in favor of tariff increases that affect at least eight basic services for citizens.
Through a press statement, Himçi stated that the socialist councilors decided without public consultation and transparency, ignoring the difficult economic situation of the citizens of Elbasan.
"In a completely arbitrary manner and without any economic analysis, the majority in the Elbasan Municipal Council voted in favor of increasing tariffs for 2026, affecting at least 8 basic services. This decision was made without transparency, without consultation with citizens and ignoring the difficult economic reality that the city of Elbasan is experiencing.
This decision is absurd from start to finish. How can the cleaning fee be increased, when the garbage bins are full every day? How can the lighting fee be increased, when entire neighborhoods of Elbasan live in darkness? How can a tax be required for infrastructure maintenance, when the city's streets resemble the reality of the Middle Ages?
Faced with these realities, the Mayor, Mr. Llatja, justifies that 'the cost of services has increased'. But which services? Elbasan today is one of the most forgotten cities in the country, with minimal services and degraded infrastructure. With this situation, citizens are being asked to pay more, while being offered less and less.
This is not the first time this has happened. Every time there are elections, the Socialist Party promises tax cuts, wage increases and support for business. But just 6 months after the elections, the Municipality of Elbasan decides to increase the tariffs for Elbasan citizens by 30 to 100%. This is not governance, this is open electoral fraud.
Even more worrying is the fact that this fiscal package has not been accompanied by any financial analysis. There is no cost-benefit study and no explanation for the increase in this size. Instead of reducing the bloated administration filled with campaign patrons, their choice is to take every last penny from citizens.
The absurdity increases even more when we see that fees are increasing even in rural areas for lighting, greenery or cleaning, while the Municipality does not provide any real service. In the villages there is no public lighting, no road maintenance and cleaning services are almost non-existent. Why should residents pay for services that do not exist?
All this is happening at a time when the economic situation in Elbasan is alarming: half of the businesses have gone bankrupt, pensioners barely make ends meet, young people are leaving every day, while the Municipality acts as if the city were living on welfare and increases tariffs without any social sensitivity.
Without any doubt, the Mayor, Mr. Gledian Llatja, is following the same approach as the Prime Minister, applying heavy fiscal policies for citizens, without transparency and without caring for their well-being. This decision is evidence of a government that looks at its own political interests, not the needs of citizens.
The Democratic Party considers that the increase in tariffs for 2026 is an unfair, unsubstantiated and harmful decision for the citizens of Elbasan. We demand full transparency, clear cost analysis, reduction of the bloated administration and a ban on the misuse of public funds. Citizens cannot bear the burden of corruption and mismanagement on their shoulders”, said Himçi. /CNA
