The draft of the New Criminal Code, which was presented on July 25, brought a series of reactions, a flood of criticism and accusations, followed by deceptions and lies from those so-called media remnants.

By propaganda and the media that are mainly under the orders of the arrested mayor of Tirana, it was sold as an Official Code prepared by the Minister of Justice.

In fact, this deception is being perpetrated by Mero Baze, the media remnant and Erion Veliaj's bodyguard, who we have not in vain compared to Doctor Zeqo Pilaf.

According to an editorial, apart from what Mero the fraudster is doing, he tells us that it has already been revealed who is making the Criminal Code, which according to him are the Minister of Justice Ulsi Manja and Arben Rakipi, the head of the Magistrates' Court.

Mero Baze is cheating.

The fact is that the Ministry of Justice is not the drafter of the Draft Criminal Code, but the one who commissioned it.

The draft Criminal Code has been prepared by a working group and began in 2019, at a time when the Minister of Justice was Etilda Gjonaj and not Ulsi Manja.

According to data in 2019, when Etilda Gjonaj was minister, a working group was established to discuss whether there was a need for changes to the Criminal Code in the context of the steps being taken towards the EU.

Then in 2023, during the time Ulsi Manja was minister, the working group took legal form, meaning a group that works in the interest of the Code and is recognized by the Ministry of Justice.

Minister Ulsi Manja himself made it clear yesterday that, "The role of the Ministry of Justice is that of the commissioner of the draft of the New Criminal Code, as a fulfillment of our obligations in the negotiations for EU integration."

Thus, the accusations against the working group that prepared the draft of the Criminal Code are also dismissed.

The working group that Ulsi Manja found working on the new Criminal Code, when he took office as Minister of Justice, is this:

- group leader Arben Rakipi, director of the School of Magistrates;

- Criminal Law lecturer, Skënder Kaçupi;

- Supreme Court judge, Sokol Binaj;

- Judge of the Special Appeals Court, Tereza Merkaj;

- Judge of the Special First Instance, Erjon Bani;

- Judge of the Court of Tirana, Gerd Hoxha.

 and prosecutors:

-Luli's memory,

-Arqile Koca,

-Ylli Pjetërnika,

-Andi Pogaçe.

 

This group was composed and asked to contribute to a draft Criminal Code, since 2019, when not Ulsi Manja, but Etilda Gjonaj was Minister of Justice.

So, the draft of the Criminal Code was not drafted by Ulsi Manja, as the fraudster Mero claims, but the Ministry of Justice commissioned it.

Ulsi Manja is the commissioner, the Minister of Justice, and this did not start with Ulsi Manja but with Etilda Gjonaj and could continue with another minister tomorrow.

So, Mero Baze is lying when he says that it was Ulsi Manja and Arben Rakipi who drafted the Criminal Code.

As we mentioned above, there is a group of experts that is engaged in preparing the draft of the Criminal Code.

What Mero Baze says and claims is a fraud like all the other frauds he commits and which we will expose every day.

The fact that Mero Baze is also lying about the Criminal Code is that he has his personal grudges with Ulsi Manjë for issues related to the money Erion Veliaj gives and nothing more than that. The Criminal Code was commissioned by the Ministry of Justice but was done by experts.

We are now at the stage that CNA said many months ago that the draft Criminal Code will be discussed in interest groups, with other expert groups, at broader tables and will receive opinions that could lead to changes, since as has been emphasized, it is a draft of the Criminal Code.

The media deceptions of Erion Veliaj, his last guard, who is also passing on Dr. Zeqo Pilaf, are lies fabricated for interests related to the arrested mayor of Tirana, who is charged with several serious criminal offenses on 13 charges./ CNA
