The constitution of the Kosovo Assembly fails for the 26th time

For the 26th time in a row, the deputies of the Assembly of Kosovo have failed to constitute the new parliamentary composition resulting from the February elections.

Since May 1, for the eighteenth time, MPs have refused to form a committee that would oversee a secret ballot for the new head of the Assembly.

The secret ballot was proposed by the chairman of the constitutive session, Avni Dehari, after the Vetëvendosje Movement's (LVV) candidate for speaker of parliament, Albulena Haxhiu, failed several times to secure 61 votes to be elected head of the legislative body.

The issue of secret ballot has been referred to the Constitutional Court for interpretation by parties that were in opposition in the previous legislature. They consider the way in which the LVV is attempting to have the new Speaker of the Assembly elected through secret ballot to be unconstitutional, requesting the Court to take “a temporary measure to prohibit the holding of sessions, until it addresses this matter as a priority and makes a decision.”

The Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), the Alliance for the Future of Kosovo (AAK) and the Serbian List again refused, in the continuation of the constitutive session on June 4, to propose a representative who would ensure the smooth conduct of the secret ballot.

Saranda Bogujevci from LVV said that her party is awaiting the Constitutional Court's decision, while adding that they have information that some MPs are willing to vote for the speaker of parliament after the court's decision.

Faton Peci, part of the coalition with LVV, said that in recent days there has been a meeting between LVV and Fatmir Limaj's Social Democratic Initiative, saying that Limaj is seen as a possible partner for governance.

Limaj, whose party has three seats in the Assembly, stated that the country should have a parliamentary majority, expressing his belief that Kosovo will soon have new institutions.

The constitutive session is expected to continue on Thursday, June 5.

PDK and AAK consider Haxhiu to be a non-unifying figure, demanding that LVV change its candidate for speaker of parliament. LDK, meanwhile, has said that it will not vote for any LVV candidate for this position./rel
