When the state acts like a gang over property/ How villas with regular building

In November 2025, CNA denounced another scandal where the state engaged in illegality by demolishing villas with regular building permits.

CNA showed how the state acted like a gang over business.

The National Inspectorate of Territorial Protection demolished three villas in the Sauk area of ??Tirana with a controlled explosion, whose documents showed that the buildings had been built in accordance with the law and had received a building permit approved by the competent authorities.  

CNA showed through documents that the construction of the complex was carried out based on the building permit number R-1539/4, for the project "Residential complex with residential buildings 1, 2 and 3 floors with 1 and 2 underground floors, with swimming pools, water basin, perimeter wall and electrical cabin". The total area of ??the approved construction was 13,666.6 m² above ground and 10,314.9 m² underground.

The developer, the company "Austrian Construction Albania" sh.pk, in collaboration with "Lani" sh.pk as the construction entity, applied in 2023 to the Municipality of Tirana to change the existing project, without changing the basic parameters of the permit, such as the number of floors or construction areas. The changes were related only to the architectural physiognomy and internal functionality of the buildings.

The explanatory report of the permit stated that the project aimed to develop a modern residential complex with high construction standards and contemporary infrastructure.

However, despite the request for approval of the changes from the Municipality of Tirana, the institution has not responded, causing delays and additional costs for the business.

From the field verifications it results that the actual built area is even smaller than the approved one: 13,094 m² above ground and 9,199.1 m² underground, excluding the possibility of any additional construction outside the permit.

Despite these facts, IKMT intervened with numerous police forces and immediate procedure, demolishing the buildings in an arbitrary act and instilling terror against private property.

The demolition of three villas in the Sauk area of ??Tirana by IKMT was simply a violation of the law and private property rights.

Not a single inch of those villas was outside the building permit and the facilities were equipped with regular building permits, yet with 150 officers, the state entered private property without any official documents or a court order, and without following the usual legal practice that every administration must respect.

This act showed the terror that the state exercised over private property and investments. But in the end, the bill for the state's illegality will fall on poor Albanian taxpayers as the case could go all the way to Strasbourg and the company could receive compensation many times greater than what it lost with the collapsed villas./ CNA
