Tonight, the show "Plug" with Flavio Qarri on Syri TV has published facts that have unmasked the publisher of Report TV and Shqiptarja.com, Carlo Bollino. Facts that show how Bollino has benefited from tenders, has acted as a secret agent for tenders or has received money to block information. He has even been paid to focus on attacks on the opposition. All of this was discovered in the wiretaps of conversations against the former head of the ARRSH, Evis Berberi.

The file of Deputy Prime Minister Belinda Balluku is one of the clearest panoramas of how media outlets are bought with money stolen from Albanians and then used to spread pro-government propaganda.

According to what SPAK prosecutors have discovered, it is once again Italian businessman Carlo Bollino, who, as has resulted in many past files, his name results as the beneficiary of a portion of the corruption payments.

From the messages obtained on the phone of the former director of the Albanian Revenue Agency, Evis Berberi, SPAK has also obtained the case where Carlo Bollino complains to Deputy Prime Minister Belinda Balluku that he had not received the payments as he had agreed with her, a message which Balluku forwards to Berberi, so that he can find a solution.

Following the order from his boss, Evis Berberi responds to Belinda Balluku with an explanatory message about all the payments that have been made to Carlo Bollino recently, which as you will see, are large invoices of up to 700 thousand euros.

Evis Berberi: I have accepted the project in the technical council, it has received 28 million new lek out of 70 million new lek and I have spread the remaining payment over three years. Now it will receive 3 million new lek after they have made a distribution for all projects and if necessary we will give it 39 million new lek in June which is the difference. As for the new thing, how do you know what you are talking about. Since I have not discussed anything else with it.

After this clarification, Belinda Balluku orders Berber to call Carlos' representative and explain to him the fact that if he writes any more complaints to the Deputy Prime Minister, he should forget about the Cooperation.

From the verifications carried out, it turns out that the company that has benefited from the tender, from which Carlo Bollino had not received his share, is Archi Space of Rais Petrela, a character known for his closeness to Erion Veliaj, the mayor of Tirana, with whom Carlo Bollino himself has not hidden his close friendship and cooperation. From the way he shows it in these interceptions, Carlo Bollino plays the role of a tender broker. But the situation becomes even more serious for the way these funds are distributed for capturing the media, since the interception reveals that they are distributed with the intervention of Prime Minister Edi Rama himself. The proof of this fact is Belinda Balluku's communications with Evis Berberi, where they clearly state that for the tenders for the supervision of the Unaza lots, the beneficiaries have agreed with Prime Minister Edi Rama, where as it was proven one of them is Carlo Bollino.

After the above conversation, Belinda Ballu continues the conversation with Evis Berberi about the open tenders for the supervision of maintenance works of the Ring Road Lots.

"Plug" published that after confirmation, Balluku also sends a photo from the electronic procurement system, which lists the procurement procedures published by the Albanian Road Authority on 17.03.2022, and specifically:

Lot 4: Contract D “Supervision of maintenance works with performance of the main axes of the Southern region”;

Lot 3: Contract C “Supervision of maintenance works with performance of the main axes of the Central and Southeastern region”;

Lot 2: Contract B “Supervision of maintenance works with performance of the main axes of the Central and Northeastern region”;

Lot 1: Contract A “Supervision of performance maintenance works of the main axes of the northern region”; as well as “Supervision for performance maintenance of road segments paved with Council Decision No. 600, dated 13.10.2021”.

Belinda Balluku's messages prove that not only Report TV and Shqiptarja.com, but most media outlets, benefit from crime and corruption to serve the government.

In communications with Berber, Belinda Balluku reveals that the director of the ARRSH had only been left in charge of the payments for Carlo Bollino, as the other directors paid for most of the media.
