IKMT explosions in Sauk/ Builders received a letter today, villas were blown up

CNA, in reporting on the illegal action of the IKMT, in the residential complex of villas in Sauk, discovered that the National Inspectorate for Territorial Protection, on the same day, made the decision to demolish the villas in Sauk and on the same day blew up the three buildings, without notifying the construction company, according to legal obligations.

Documents obtained by the CNA editorial office show that the IKMT mail, with the absurd decisions, arrived at the company's door only today, Monday. While IKMT, first destroyed with TNT and then with fadroma three villas, where the builders and buyers had invested their sweat and effort.

This terrorist behavior of state institutions, in the specific case of the National Inspectorate for Territorial Protection, should be investigated by law enforcement agencies.

The documents are dated November 3 and 4, 2025, on the same day, IKMT fined the builders of the company "Lani shpk" and on the same day, three more villas were destroyed, once with dynamite, but when the explosive material did not respond, it took the fadromas to knock them off their foundations.

While IKMT's notifications to the company arrive after three villas with a colossal investment were blown up and with incalculable damage to the builders, official documents, published by CNA, show that the buildings that were razed to the ground by IKMT's bandit action were built in accordance with the law and had a building permit approved by the competent authorities.

The construction of the residential complex was carried out based on the building permit R-1539/4, for the project "Residential complex with residential buildings on 1, 2 and 3 floors as well as 1 and 2 underground floors, with swimming pools, water basin, perimeter wall and electrical cabin".

Referring to the documentation, the total approved construction area was 13,666.6 m² above ground and 10,314.9 m² below ground.

After this permit, the developer, the company “Austrian Construction Albania” sh.pk, in cooperation with “Lani” sh.pk as the construction entity, applied in 2023 to the Municipality of Tirana to change the existing project, without changing the basic parameters of the permit, such as the number of floors or construction areas. The changes were related only to the architectural physiognomy and internal functionality of the buildings. But the bureaucracy and corrupt affairs in the Municipality of Tirana delayed the response and consequently caused great damage to the builders.

CNA reported in the documents obtained that the Company has not violated the construction permit at any time and IKMT's claims do not stand.

From the field verifications it results that the actual built area is even smaller than the approved one: 13,094 m² above ground and 9,199.1 m² underground, excluding the possibility of any additional construction outside the permit. The row of villas that seems to be added in appearance, in fact does not constitute additional construction, since the spaces between the buildings are larger. So even though it seems like there are three more villas, the total area results to be approximately over 1 thousand square meters smaller than that approved in the building permit.

IKMT must be held accountable and law enforcement authorities must not remain silent, as the terrorist explosions of government inspectorates, when handled by the Court of Human Rights in Strasbourg, our state pays compensation with Albanian lek./CNA
