In two materials, CNA has brought forth a clear scheme built by two people and their companies, who filed complaints blocking IT tenders for almost a year.

CNA has brought complete materials regarding two people, Ms. Migena Schröder, who, together with Mr. Gerond Meçe, clearly seem to have long blocked public procurements in the IT sector for their clientelistic interests, often in collaboration with the Public Procurement Commission.

This small group, consisting of 3–4 people specializing in such schemes, according to sources and documents provided by CNA, have built an abusive mechanism to favor themselves and their close circle.

Private party schedule

The scheme of private parties with ambassadors and well-known personalities is a very effective way to build a blocking strategy through complaints.

The people involved in this scenario organize parties and events, using connections from various embassies. Ambassadors, consuls, CEOs, and important heads of institutions, both foreign and Albanian, are invited to the parties.

Participants, invited "in honor" and without knowing the true purpose, show up at these parties. But after they end, according to CNA sources, the party aims to collect or use photographs, communications and any other material to demand the return of honor from the guests, not to go further into a form of friendly "pressure" on the guests.

In this way, a connection is created with ambassadors and heads of institutions, who become "friends" for the interests of the same group, thus paving the way for requests for favors and interference in procurement processes.

Using embassies as a shield

This method serves Schröder and Meçe to penetrate public tenders and favor the companies AESS and ABS (Advanced Business Solutions). If the “friendships” do not work, then the group moves on to another phase: creating fictitious stories and slandering serious companies in the IT market, some of which have over 20 years of experience in Albania.

CNA has obtained incontestable emails and documents that Migena Schröder presents these companies as "enemies of the people", fabricating stories about links to corruption, crime, or even "hostile" states.

This is done with the aim of damaging their image, excluding them from tenders, and following the trail, the goal seems clear, to pass the tenders and the benefits through Meçe and Schröder.

In this scheme, Gerond Meçe acts as Schröder's complement. While she takes care to smear the names of the companies and create fictitious stories, Meçe uses his channels: anonymous complaints to the prosecutor's office, the courts and orchestrated attacks in online media. Any company or individual who does not accept their "cooperation" faces denigration, unfounded accusations and constant pressure.

The pair that complements each other

It has become clear, according to sources: Migena Schröder builds narratives and creates enemies, while Gerond Meçe uses the media, institutions and complaint mechanisms to harm opponents. This combination makes the two a duo with clear goals, but dangerous for the IT market and public procurement, which have remained blocked for more than a year./ CNA
