Building permit violations

Another denunciation regarding the Deputy Mayor of Tirana, Blendi Sulaj, has reached the CNA editorial office.

The complaint concerns a "1 and 2-story individual apartment" owned by Mr. Blendi Sulaj, who holds the position of Deputy Mayor of Tirana Municipality.

According to the complaint, the facility was built outside the terms of the approved permit and outside the property boundary.

The building is located on "Ramazan Bregu" street, Mjull Bathore, structural unit FA/2 Tirana, owned by Blendi Sulaj and with developer Blendi Sulaj and construction entity "Ndërtim Projektim Alliu Sh.PK" company.

According to the documents received by CNA, the details regarding the deviations from the construction permit were made in the sections listed below.

Detour 1

In the southern area of ??the plot, the perimeter wall has been built beyond the boundaries of the property registered in the cadastre. As a result, this deviation results in unauthorized construction, violation of property boundaries, inconsistency with the coordinates of the cadastral boundary, and violation of the mandatory distances according to the approved permit.

Detour 2

The outdoor swimming pool is partially built outside the property. The swimming pool built in the southern part is partially built outside the legal boundaries of the plot, creating a violation of the private area of ??other parties and its usurpation. At the same time, the swimming pool was not built according to the approved project. Its construction consists of construction without a permit and outside the property boundary, it does not comply with the approved swimming pool and layout plan.

Detour 3

The perimeter wall in the western part violates the road structure approved by the Municipality of Tirana.

According to documents provided by CNA, it is highlighted that in the western part, the perimeter wall has violated the public space of the street according to the plan approved by the Directorate of GIS-Cadastre, Municipality of Tirana, resulting in unauthorized construction outside the approved conditions of the construction permit and usurping public space. Also, the approved permit provided for access gates to the perimeter wall according to the approved settlement plan, but which were not respected.

In this case, we have construction without a permit, violation of the construction line and violation of the distances approved by the road body in the approved permit, and occupation and use of spaces provided for public circulation.

Detour 4

The perimeter wall did not respect the approved shape and has variations in height and material.

The perimeter wall is constructed as a high and closed wall (with block/masonry), while the approved permit provides for: metal railings, reduced height, visual transparency. This change constitutes a significant deviation from the building permit.

The settlement plan violates the approved permit.

The layout elements (walkways, stairs, ramps, greenery, division into terrain levels) do not comply with the approved plan, leading to unauthorized construction, changes in terrain quotas, and modifications to the shape of the yard and functional spaces.

Ground floor, construction without permit

Works were carried out on the ground floor, which are not included in the approved project, as part of its surface was left uncovered and is not according to the approved project.

Here too, we are dealing with unauthorized construction, deviation from the approved project, and changes to the form, function, and organization of the facility outside of the approved permit.

Changes to the facade

The facades of the building have changed from the approved project, including modification of window openings and complete change of ground floor facades, change of finishes, facade materials, change of color.

All these facts show the violations committed by Blendi Sulaj, who built his building by violating the building permit limit, abusing and occupying public spaces.

These are the facts that have reached CNA, about which we have also asked Mr. Blendi Sulaj. In his reaction to CNA, Mr. Sulaj stated that:

"I have no comment on this. I have received a certificate of ownership, a building permit and everything since it was built in 2019. For any occasion and any thing that all people can come in and do checks for me, come, look at them and do them at any time. I am calm about this. So, I have a certificate of ownership, I have the lines of the buildings and everything else. In all cases, anyone who needs verification regarding me can come and do it when it is. I come from the business field, I have not received any building permit on behalf of the company. What you are saying is 150 meters of construction, come and put the meter on it and if there is a meter more than that, come and do whatever they want, whoever. I am very careful about these things. It was done in 2019, it was finished in 2021, so it is 5 years ago."

While Mr. Sulaj claims that he has not committed any violations, we have this report that shows the violations that were committed, which we have listed above.

The essence of our reporting has nothing to do with Mr. Sulaj's claims about when the building was built, but we are in a situation where we have IKMT going and demolishing three villas with regular building permits and 1860 square meters less construction, while in the case of Mr. Sulaj's building, according to the complaint and report, a series of violations emerge, starting from the swimming pool to the facade.
