Floods in Fier/Balluku: The Seman River has returned to its bed, all affected

Deputy Prime Minister Belinda Balluku is in Hasturkas, in the Libofshë Administrative Unit in the Fier district, where as a result of the numerous flows of the Seman River, there has been damage to the embankment.

In a statement to the media, Balluku stressed that the Seman River has returned to its bed. The government's number two announced that 20 homes have been affected by the floods, while residents have been evacuated.

The Deputy Prime Minister announced that residents who had lost contact have also been found. Balluku emphasized that all residents affected by the floods will be compensated.

"I thank all the journalists on the ground in the Fier region, who have been at all times close to the civil emergency teams and the armed forces and the local government, the prefecture, the deputies and everywhere else who have been here. We are in, let's call it, a state of improvement in the situation after the Seman River has returned to its bed.

Of course, we are very close to the dam here and this is an area where there is still water. It is important that of the 20 homes that were affected, none of the citizens were harmed.

A complete evacuation of all residents of the area has been carried out. A few hours ago we had a situation with two shepherds who we were unable to contact, however they have been found and are safe.

Everything has been carried out under the supervision of the civil emergency forces but also all other groups. The armed forces have had an extraordinary role in all these difficult and challenging days almost throughout the country.

On the other hand, no precipitation is expected in the next two or three days and this will be the time to recover the damages that have occurred in the embankments. We were just discussing with the board engineers regarding the drainage board, that is, regarding this situation. Everyone is in their own position, on duty, responding to the requests of the citizens.

We must inform all those residents of flooded areas who need support in terms of livestock feed to contact the local government immediately, as everything that can help them is available from state reserves, whether for personal needs or for livestock feed. Therefore, we are on the ground all the time, the teams are here, we will continue until the conditions improve completely.

It must be said regarding the Devoll cascade, it is important to say this, given that the impact of that cascade comes here on the Seman River, that the discharges have been reduced to the minimum quota, they are lower than the flows that the cascade has at these moments. The Shtatkraft company has responded to our call precisely to reduce the discharges as much as possible and to have good management as we did with the Drini cascade.

The Drini cascade has been managed in the best way, minimizing flooding in the Shkodra plain. The same thing has happened with the Devoll cascade. Now we will need to make all the necessary repairs, we will need to assess the damage as we have said, as Prime Minister Rama said, and what is important is that then, in a fair manner with all the groups set up by the municipalities of the affected areas, from civil emergencies, we will manage to make a distribution of compensation that will be equivalent to a scheme that is being built by the Ministry of Finance and the Ministry of Agriculture both for residents whose homes have been affected and for the damage that has occurred in greenhouses or agricultural lands", said Balluku.

Asked whether investments are needed to repair the Seman embankment, Balluku stated that there is damage that requires immediate repairs that will be made.

Balluku underlined that there will be even deeper interventions to reinforce all embankments that have been affected by these floods.

"Then we have damage, because the embankment crack is a bit bigger than it needs to be in this case. We have damage to the Semani embankment. Undoubtedly, immediate repairs will be needed that will be done as you heard that you were here with me by the engineers of the drainage board that will be done in the coming hours as soon as the water level drops. And then there will be even deeper interventions to reinforce all the embankments that have been affected due to these floods. I don't know if it's the first time that there have been so many floods or not, but nevertheless it is important to say that the problematic points have been identified and will be repaired immediately.
