The affair of the incinerators with 178 million euros paid by the Albanian government and private business is one of the biggest scandals of the century investigated by SPAK. With dozens of people arrested on serious charges ranging from laundering the proceeds of crime, concealing assets, fraud, corruption, charges, which for all persons go to hundreds of years in prison.

 
 

For all those who try to cover up this affair, who are actually a group of individuals paid by the "brain" of the incinerators, Mirel Mërtiri, who are being investigated by SPAK regarding their involvement and cooperation with this criminal group, Albanians must to know simply and only very briefly some details.

ELBASAN INCINERATOR

We have an incinerator in Elbasan that cost 24 million euros, which requires 2 million euros a year to operate, maybe even more, and in the summer of this year in Elbasan, garbage was burned again.

So, in one sentence. 24 million euros were invested and a few more million euros are needed for the Elbasan incinerator to be put into operation and the garbage burned again.

What is the advantage? What is the discussion and debate to be had? There is no room for debate. It was a wrong strategy.

A much better quality incinerator than that of Elbasan. About 34 million euros have been invested. Another 3 million euros are missing. It is not finished and does not work.

People have been caught in corruption like in Elbasan, dirty dirty deals of Klodian Zoto and his people with the officials of the Albanian state.

What is there to discuss about Fieri? They said they were excuses, but the facts speak for themselves. Even in Fier, the remains were burned again in the summer.

LANDFILL OF VLORA

We go to Vlora, which has not been discussed by the media. A landfill has been built. The company "ITS" had the contract. Again in Vlora, the remains were burned. We didn't have an incinerator, but we had a landfill. Again the famous "ITS" of Klodian Zoto that had the concession of Fier.

What to talk about?! For something?! For details that have no value.

Over 110 million euros have been paid. The state alone has paid 60 million euros and probably more since the payments continue to be made and the incinerator does not exist.

What is discussed? When thousands and thousands of cubic meters were thrown out of the landfill, owned by the state, in 150,000 square meters, and the money was taken by the private company of Klodian Zoto and Mirel Mërtir who invented a shell to hide their names and deceived the state by bring big companies like Paul Wurth.

They removed him, then transferred the company to citizen Giuseppe Ciaffaglione. Only this action, i.e. changing the shareholder without obtaining the approval of the Albanian government, leads to the termination of the concession contract.

Then this person sells shares in a new style with an invention, 9-year-old dormant shareholders, an Italian and Swiss company for a reason to find financing and after securing the money these companies will earn 25 million euros.

This clearly shows us that the concessionaire company has changed shareholders in two or three different ways. So from the moment of signing the contract with Paul Wurth, he no longer exists, then Ciaffaglione, Klodian Zoto, the show and the new shareholders appear, an "invention" that actually shows that the concessionaire company did not have the money and funds to do the investment since he signed the contract. Since then, the concession contract has fallen and the Albanian government should have canceled it in time.

IMPORTANT DETAILS

Regarding other claims that the contract had a longer term and ends in 2026. There are some very important details. The concession contract was signed on August 31, 2017, but the company immediately started work and took over the landfill. There are television plans, there are invoices reported in taxes, there are requests for VAT refunds again in taxes.

So, the company received it in 2017 and immediately started work and on the other hand it was paid by the Albanian government from day 0. From the  first day of signing the contract, immediately according to the deadlines, the payments from the Albanian government started.

Now we are at the end of 2023. There are almost 6 and a half years of concession contract paid by the Albanian government and there are no incinerators. The 3rd year of the investment has passed and according to the contract, according to the investment that the company had to carry out, the one signed with the Albanian government, it should have been ready at the end of the investment, as more than half of the deadline to build the incinerator. And in the event that it will take 2020 as the starting date of the investment, let's forgive it three years since the company is asking for it and there was a pandemic.

In 2021, 2022, 2023, i.e. in three years, the company should have invested almost 80% of the total investment fund according to the business plan, with more than 100 million euros, and today in Tirana there should be an incineration line to burn the waste. And today there is no incinerator in Tirana.

It is claimed that the money was found to pave the way for a fraud that is done to the Albanians and a blackmail or threat that is made to the government that there will be arbitration and they can win. This is not going to happen.

Cheaters, corrupt, thieves caught in the act with fake contracts hiding names, using other companies inventing sleeping shareholders, having no money, doing corruption, doing tax evasion, can't win any arbitration in any court of the world.

THE THREE QUESTION POINTS

They are just some losers who have deceived the Albanian state and for this there are only three questions.

-These were the smartest, most important fraudsters in Albania, the Balkans or Europe, who made such a scheme?

- Did these people share the money with the corrupt officials of the Municipality of Tirana and the government?

- Or the incinerator of Tirana who is being so diligently defended by the media of the ruling party, who has financed with millions of euros the televisions of the Renaissance campaigns, portals of the Renaissance campaigns, and has rented cars for tens of thousands of euros during the campaign 2021, is it the business of the ruling party, of the ruling officials and Mirel Mërtiri or the others are just some thieves who are being used in the theft and fraud scheme?

There are three possibilities, there is no fourth.

- Or they are frauds and they introduced it to the whole state.

-Or they are collaborators and partners with the state.

- Or the Tirana incinerator, which does not exist, i.e. the landfill, the 1 billion euro concession contract is the business of the power and the government./ CNA
