Migrant Agreement/ Joint Task Force with Italy Established

The Council of Ministers in the DCM approved today has decided to establish a Task Force in cooperation with the Republic of Italy.

The establishment of this Task Force aims to strengthen cooperation in the field of migration and will be led by the Deputy Minister of Interior and responsible for migration.

 

The Task Force, according to the VKM, will consist of nine members:

Deputy Minister for Europe and Foreign Affairs;

Deputy Minister of Defense;

Deputy Minister of Finance;

Deputy Minister of Health and Social Protection;

Deputy Minister of Infrastructure and Energy;

Director of the General Staff of the Armed Forces;

Director of the Border and Migration Department, at the General Directorate of the State Police;

Director of the Department for Public Order and Security, at the General Directorate of the State Police;

Director of the Department for Support Services, at the General Directorate of the State Police.

 

The Task Force meets at the request of the chairperson and any of its members, depending on the issue being discussed, according to a meeting calendar or whenever deemed necessary.

ESTABLISHMENT OF A TASK FORCE FOR THE IMPLEMENTATION OF THE PROTOCOL, BETWEEN THE COUNCIL OF MINISTERS OF THE REPUBLIC OF ALBANIA AND THE GOVERNMENT OF THE ITALIAN REPUBLIC, ON STRENGTHENING COOPERATION IN THE FIELD OF MIGRATION AND ITS IMPLEMENTING AGREEMENT

In support of Article 100 of the Constitution and Law No. 20/2024, “On the ratification of the protocol, between the Council of Ministers of the Republic of Albania and the Government of the Italian Republic, for strengthening cooperation in the field of migration”, upon the proposal of the Minister of the Interior, the Council of Ministers

 

 DECIDED:

The establishment of a Task Force for the implementation of the protocol, between the Council of Ministers of the Republic of Albania and the government of the Italian Republic, for strengthening cooperation in the field of migration, as well as its implementing agreement.

 The Task Force aims to coordinate, monitor and supervise the implementation of the agreement, in accordance with the area of ??responsibility of the institutions involved.

 The Task Force is chaired by the Deputy Minister of Interior, responsible for migration issues, and is composed of the following members:

 

Deputy Minister for Europe and Foreign Affairs;

Deputy Minister of Defense;

Deputy Minister of Finance;

Deputy Minister of Health and Social Protection;

Deputy Minister of Infrastructure and Energy;

Director of the General Staff of the Armed Forces;

Director of the Border and Migration Department, at the General Directorate of the State Police;

Director of the Department for Public Order and Security, at the General Directorate of the State Police;

Director of the Department for Support Services, at the General Directorate of the State Police.

 

The Task Force has the following duties:

 

a) draft the action plan, according to the areas of responsibility of the institutions involved, as a single approved document;

b) to identify the structures, responsibilities and obligations, in the event of unforeseen situations arising during the implementation of the protocol and its implementing agreement;

c) të garantojë mbështetjen e strukturave të angazhuara me burimet e nevojshme për përmbushjen e përgjegjësive të tyre, në zbatim të protokollit, ndërmjet Këshillit të Ministrave të Republikës së Shqipërisë dhe qeverisë së Republikës Italiane, për forcimin e bashkëpunimit në fushën e migracionit, si dhe të marrëveshjes zbatuese të tij;

ç)  të trajtojë kërkesat dhe çështjet e përcjella nga Ambasada e Republikës së Italisë në Tiranë nëpërmjet Ministrisë për Evropën dhe Punët e Jashtme, që lidhen me zbatimin e protokollit dhe të marrëveshjes zbatuese, si dhe merr vendime, të cilat i përcillen për zbatim strukturave përkatëse, sipas fushës së tyre të përgjegjësisë.

 

 Task-Forca mblidhet me kërkesë të kryetarit dhe të çdo anëtari të saj, në varësi të çështjes që shtrohet për diskutim, sipas një kalendari takimesh ose sa herë vlerësohet e nevojshme.

 

Task-Forca, kur e vlerëson të nevojshme, fton në mbledhjet e saj ekspertë të jashtëm ose përfaqësues nga organizata, që mbulojnë fushën e institucioneve të përfshira, për çështje që janë jashtë profilit të saj dhe opinioni i tyre bëhet pjesë e vendimmarrjes.

 

Anëtarët e Task-Forcës njoftojnë kryetarin për çdo problematikë dhe vendimmarrje, sipas fushës së përgjegjësisë.

 

Kryetari i Task-Forcës raporton çdo muaj pranë ministrit të Brendshëm për zbatimin e këtij vendimi.

 

Task-Forca mbështetet nga sekretariati teknik, i përbërë nga përfaqësues të nivelit të mesëm drejtues dhe/ose të lartë drejtues, i cili ka në përbërje:

 

a) përfaqësues të Drejtorisë së Politikave të Migracionit, Azilit dhe Antitrafikut, në Ministrinë e Brendshme;

b) përfaqësues të strukturës për rendin dhe sigurinë publike, në Ministrinë e Brendshme;

c) përfaqësues nga Drejtoria Konsullore, në Ministrinë për Evropën dhe Punët e Jashtme;

ç) përfaqësues nga Departamenti i Shërbimeve Mbështetëse, në Drejtorinë e Përgjithshme të Policisë së Shtetit.

 

 Detyrat e sekretariatit teknik janë:

 a) organizimi i mbledhjeve të Task-Forcës, në përputhje me procedurat ligjore të njoftimit për mbledhjet e komisioneve të posaçme;

b) përgatitja e relacionit për çështjet në diskutim, si pjesë e dokumentacionit që do të diskutohet, dhe koordinimi me institucionet e përfshira në këtë Task-Forcë;

c) administrimi i dokumenteve të ardhura nga pala italiane dhe paraqitja e tyre Task-Forcës për shqyrtim dhe koordinim të veprimeve të mëtejshme, sipas udhëzimeve të saj;

ç)  mbledhja e të dhënave dhe informacionit të ardhur nga anëtarët;

d) shkëmbimi i informacionit dhe materialeve të mbledhjes midis anëtarëve;

dh) hartimi i materialeve për kryetarin e Task-Forcës;

e) mbajtja dhe administrimi i procesverbalit të mbledhjes.

 

Task-Forca është funksionale deri në përfundimin e zbatimit të protokollit.

 The heads of the institutions mentioned in point 3 of this decision are hereby instructed to appoint and send to the Ministry of Interior, within 10 (ten) days from its entry into force, the names of their representatives in this Task Force, as well as to the technical support secretariat, according to the letters "c" and "ç" of point 9.

 The Task Force is charged with the implementation of this decision.

This decision enters into force upon publication in the "Official Gazette".
