OECD/SIGMA Program Manager Gregor Virant stated that 33% of businesses perceive that corruption is a systematic practice in Public Administration.
"Perception of corruption is not the best measurement of corruption, but if 33% of businesses believe that corruption is a systematic practice in Public Administration, this constitutes a problem," said Virant.
Regarding these statements, Prime Minister Edi Rama said that he was displeased with the way the Public Administration has been operating, while emphasizing that corruption is a legacy, the cure for which is not just catch, arrest, convict and move on, but that systems must be modernized so that something like this does not happen.
"I am unhappy with the way we have progressed in public administration. We are in a historic phase with the justice reform process, where we must face together the need and the work processes in the administration related to decision-making to procurement are not easy processes to administer and to investigate or judge and so it happens that unfortunately in the entirety of all the good work being done against corruption we see a contraction of the administration and a feeling of insecurity.
Corruption, which is a difficult legacy of countries like ours, has its remedy: catch, arrest, punish and continue. This is only one side, but the other side, and in my opinion, the most difficult one, is the modernization of all systems. If the systems are not modernized, there is no chance that corruption will not be possible. The systems must not allow corruption.
