The Political Leader of the DP for Tirana, Belind Kelliçi, in a statement to the media, called on SPAK to investigate the corruption of Erion Veliaj with public properties in the Municipality of Tirana.

Kelliçi underlined that Erion Veliaj has favored Armando Lilo, the owner of "Arlis Construction", by falsifying the property papers, approving the construction permit contrary to the law for the construction of 7 floors without permission in the middle of Tirana.

According to Këlliç, Veliaj has at least saved the "Square 21" complex at least 1 million euros in costs for the deposit of soil, through corrupt affairs.

The ex-MP again called on SPAK to administer all the documentation of the "Square 21" complex, to administer all sales contracts, clearing contracts and, just like in the case of Olti Bistri, to seize all the hidden assets of the directors of Tirana Municipality and Erion Veliajt himself in this complex.

Yesterday, through an official announcement of the Special Prosecutor's Office regarding the "Metamorfoza" operation, we were informed about the seizure of some criminal assets in the "Square 21" complex and another building near Pharmacy No. 10.

Today, I will not enter into the discussion about the investigations of this file, but I want to present some facts related to the corruption of the Municipality of Tirana, in cooperation with this subject.

On November 3, 2023, with letter no. prot. 271, I have officially conveyed information to Mr. Altin Dumani for serious criminal facts, facts that include the Municipality of Tirana, the "Arlis Construction" company and the "Square 21" complex.

In that official information, we informed SPAK that the citizen Erion Veliaj, in cooperation with the famous Armand Lilo of 7 floors without permission in the middle of Tirana, have falsified the documentation of the public property, in a part of which the complex was built. Square 21".

Erion Veliaj, has approved the construction permit for that project, without having any legal rights over this public property. A few months later, the Council of Ministers, with the proposal of the Minister of the Interior at that time, Fatmir Xhafaj, tried to cover up this illegality in order to save the mayor of Tirana from the shackles.

The de facto owner of Tirana Incinerator, Erion Veliaj, is not satisfied with that. After, in addition to 5,000 square meters of public property, he gave this company the right to demolish the buildings where the Municipal Police and the Tirana Tax Administration exercised their duties, to erect new multi-story concrete monsters in the heart of Tirana.

The de facto owner of the Tirana Incinerator Erion Veliaj, according to e-mails made public by this forum, has favored the entity "Arlis Ndretim" to deposit the soil in the Sharra landfill free of charge, in connection with this corrupt project.

Dear citizens,

For the subject "Arlis Construction", Erion Veliaj has falsified the property papers, approved the construction permit in violation of the law, and at least saved that construction complex at least 1 million euros in the cost of soil disposal.

The question we ask today for the Special Prosecutor's Office is:

Has this criminal report filed 6 months ago been registered by you?
Aren't these actions a clear indication of the activity of a de facto owner of the "Square 21" complex?

We again call on SPAK to administer all the documentation of the "Square 21" complex, to administer all sales contracts, clearing contracts and, just like in the case of Olti Bistri, to seize all the hidden assets of the directors of the Municipality of Tirana and Erion Veliajt himself in this complex.

After this declaration, this request will be officially submitted to SPAK.

We guarantee the Albanian citizens, that the Democratic Party and I personally, will continue without any compromise the clarification of rampant corruption in Tirana Municipality, which starts with 5D, continues with the ghost incinerator of Tirana, and ends with money laundering in the highest towers of the capital. / CNA
