Prime Minister Edi Rama, in a meeting with business, said that there will be a separation of the inspectorates from the ministries.

He explained that the inspectorates will act autonomously and it is expected that there will be a reduction in fines against businesses. 

According to Rama, no fine will be imposed on the first visit even if the business is caught in violation. 

"The inspectorates must be autonomous. They will not be under the dome of the ministries. It will turn into a body that is monitored at the same time. Businesses will be classified according to correctness. The number of fines will be drastically reduced. It will not to have a goal of imposing fines. Complaints will also be made with the participation of appeal commissions of business representatives in a transparent and collegial manner to create a barricade that cannot be overcome so easily where appeal commissions generally leave the decisions taken by the inspectors in force. Furthermore, we will establish a new principle, no fine at the first visit. This will make it impossible for the inspectorate to appear at the door and impose or not a fine in the middle of the agreement silently escorting them out the door, giving them that you businessmen are the 'victims' in terms of the report with the inspectors.
